Subject: Interlocal Cooperation Agreement with Miami -Dade County to continue to provide citizens with
a single, primary three -digit emergency phone number
Purpose of Item:
It is respectfully recommended that the Miami City Commission adopt the attached Resolution
authorizing the City Manager to enter into an Interlocal Cooperation Agreement, in substantially the
attached form, with Miami -Dade County, establishing accounting and auditing procedures that tracks
the use of E911 funds received by the City in accordance to chapter 365, Florida Statutes, more
specifically, Sections 365.171 through Section 365.175, relating to the Emergency Communications
Number E911 Act.
Background Information:
Miami -Dade County and the City of Miami both desire to continue providing citizens with a single,
primary three -digit emergency phone number as outlined in Florida Statutes, Chapter 365, entitled
'Use of Telephones and Facsimile Machines', specifically sections 365.171 through section 365.175,
Florida Statutes, relating to Florida's Emergency Communications Number E911 Act. The Act
establishes the E911 Board with authority to levy a reasonable fee from voice communications
services providers and provide funds to counties to pay certain costs associated with their E911 or
911 systems. The E911 Board will transfer a portion of these funds to Miami -Dade County pursuant
to the Act. The intent of this Interlocal Agreement is to ensure that Miami -Dade County and the City
establish strict accounting and auditing procedures that tracks the use of E911 fees in accordance
with the Act to ensure the City receives its share of the E911fees.
