A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT IN THE TOTAL
AMOUNT OF NOT TO EXCEED EIGHTY THOUSAND DOLLARS ($80,000.00)
("GRANT") FROM THE NATIONAL TRUST FOR HISTORIC PRESERVATION'S
NATIONAL TREASURES PROGRAM WITH AMERICAN EXPRESS AS THE
PRESENTING PARTNER ("PROGRAM") TO THE CITY OF MIAMI ("CITY") FOR
MIAMI MARINE STADIUM ("PROJECT");ESTABLISHING A NEW SPECIAL
REVENUE PROJECT ENTITLED: "AMERICAN EXPRESS NATIONAL TREASURES
PROGRAM GRANT FROM THE NATIONAL TRUST FOR HISTORIC
PRESERVATION FOR MIAMI MARINE STADIUM," TO FUND EXTENDED
INVESTIGATION OF PILES (PILINGS), SEAWALL, AND OTHER UNDERWATER
STRUCTURES; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND TO EXECUTE A GRANT AGREEMENT, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, AND TO NEGOTIATE AND TO EXECUTE ALL OTHER
NECESSARY RENEWALS, AMENDMENTS, EXTENSIONS, AND MODIFICATIONS
AFTER CONSULTATION WITH THE CITY ATTORNEY, IN COMPLIANCE WITH THE
GRANT, FOR THE PERIOD COMMENCING UPON GRANT AGREEMENT
EXECUTION THROUGH MAY 31, 2016 FOR THE PROJECT
WHEREAS, the City of Miami ("City") has been awarded a grant in the total amount of not to
exceed Eighty Thousand Dollars ($80,000,00) ("Grant") from the National Trust for Historic
Preservation's ("National Trust") National Treasures Program with American Express as the Presenting
Partner ("Program") for the City's Miami Marine Stadium ("Project"); and
WHEREAS, the Program requires (a) that the City shall use the Grant solely to perform
extended investigation of piles (pilings), seawall, and other under water structures of the Project, and
(b) that the Project will be carried out in compliance with the United States Secretary of the Interior's
Standards for the Treatment of Historic Properties; and
WHEREAS, the Program also provides that Grant funds may not be used by the City to cover
administrative costs or to subsidize staff salaries; and
WHEREAS, the City must execute a Grant agreement ("Grant Agreement"), to accept the
Grant in order for the City through the Office of Historic Preservation in the Department of Planning
and Zoning and the Capital Improvements and Transportation Program to comply with the National
Trust's requirements for the Project; and
WHEREAS, the City Manager is requesting the appropriation of said Grant funding for the
Project;
NOW THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. Recitals and findings contained in the Preamble of this Resolution are adopted by
reference incorporated as if fully set forth in this section,
Section 2. The following new Special Revenues Project is established and resources are
appropriated as described below:
PROJECT TITLE: American Express National Treasures Program Grant
from the National Trust for Historic Preservation for Miami Marine Stadium
RESOURCES: American Express National Treasures Program Grant
from the National Trust for Historic Preservation for Miami Marine Stadium
$80,000.00
APPROPRIATION: American Express National Treasures Program Grant
from the National Trust for Historic Preservation for Miami Marine Stadium
$80,000,00
Section 3. The City Manager is authorized{1} to accept the Grant from the National Trust for
the Project.
Section 4. The City Manager is authorized {1} to negotiate and to execute a Grant Agreement,
in a form acceptable to the City Attorney, and to negotiate and execute all other necessary renewals,
amendments, extensions, and modifications, after consultation with the City Attorney, in compliance
with the Grant for the period commencing upon Grant Agreement execution through May 31, 2016 for
the Project,
Section 5, This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}

Footnotes:
{1} The herein authorization is further subjected to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} if the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this resolution, it shall become
effective immediately upon override of the veto by the City of Miami Commission.
