Authorizing an Agreement
with Exceptional Consulting
for Educational Leaders, Inc.
City of Miami Commission Meeting
of July 9, 2015
The Office of Grants Administration respectfully requests your approval and action of the
City of Miami Commission by a 4/5ths affirmative vote, after an advertised public hearing
ratifying, approving and confirming the City Manager's recommendation, and finding that
competitive negotiation methods are not practicable or advantageous regarding the
agreement for the educational services described below.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing an agreement with Exceptional Consulting for Educational
Leaders, Inc., to award funds, in the amount not to exceed $80,000.00 to operate the
programinatic component at various day care centers in the City as part of the Families First
Parenting Program funded by the Children's Trust, for the 2015-2016 school year.
During the previous years, Exceptional Consulting for Educational Leaders, Inc. has
demonstrated its qualifications and capacity to serve the city through the following:
1. Parenting education and instruction.
2. Manage day to day program operations at childcare sites.
3. Ensure program fidelity, recruit parents, and coordinate program and supplemental
sessions.
For the reasons stated above, as required by the Section 18-85(A) of the Code of the City of
Miami, the Office of Grants Administration (1) recoininends the execution of an agreement
with Exceptional Consulting for Educational Leaders, Inc., for the 2015-2016 contract year
be awarded to Exceptional Consulting for Educational Leaders, Inc., which is qualified and
has been providing said services described above for many years, and (2) finds that the
competitive negotiated methods are not practicable or advantageous for the provision of the
aforementioned program services at the various day care centers in the City. If these
recommendations and findings meet with your approval, please indicate by signing below.
The Legislation item will be placed on the agenda for the July 9, 2015 City Commission
Meeting.

The Office of Grants Administration respectfully requests you approval and action of the
City of Miami Commission by a 4/5ths affirmative vote, after an advertized public hearing
ratifying, approving and confirming the City Manager's recommendation, and fmding that
competitive negotiation methods are not practicable or advantageous regarding the
agreement for the educational services described below.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing an agreement with Conee, Inc., to award funds, in the
amount not to exceed $20,000.00 to operate the enrichment component at various childcare
centers in the City as part of the Families First Parenting Program funded by the Children's
Trust, for the 2015-2016 program year.
During the previous years, Conee, Inc. has demonstrated its qualifications and capacity to
serve the city through the following:
1. Creating, organizing and implementing session instruction per curriculum.
2. Providing a curriculum in which parents and children learn, practice, and
implement social emotional skills by participating in learn and play interactive
lessons related to program component.
3. Providing qualified staff with competence in subject matter and completed
background screenings.
For the reasons stated above, as required by the Section 18-85(A) of the Code of the City of
Miami, the Office of Grants Administration (1) recommends the execution of an agreement
with Conee, Inc., for the 2015-2016 contract year be awarded to Conee, Inc., which is
qualified and has been providing said services described above for many years, and (2) finds
that the competitive negotiated methods are not practicable or advantageous for the
provision of the aforementioned program services at the various day care centers in the City.
