HomeMy WebLinkAboutR-15-0282City of Miami Legislation Resolution: R-15-0282 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-00331 Final Action Date: 7/9/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT A TOTAL AMOUNT NOT TO EXCEED $227,152.00 IN THE FORM OF A REIMBURSEMENT GRANT ("GRANT") FROM THE CHILDREN'S TRUST ("TRUST") TO THE CITY OF MIAMI'S ("CITY") DEPARTMENT OF GRANTS ADMINISTRATION'S EDUCATION INITIATIVES ("DEPARTMENT"), FOR THE FAMILIES FIRST PARENTING PROGRAM ("PROGRAM"), AND AUTHORIZING THE CITY'S IN -KIND SERVICES MATCH IN A TOTAL AMOUNT NOT TO EXCEED $10,795.00 TO FUND THE PROGRAM ADMINISTERED BY THE DEPARTMENT AT VARIOUS CHILD CARE CENTERS WITHIN THE CITY; ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "THE CHILDREN'S TRUST GRANT FOR EDUCATION INITIATIVES 2015-2016 FAMILIES FIRST PARENTING PROGRAM", TO ACCEPT THE GRANT, AND APPROPRIATING THE GRANT FUNDING IN AN AMOUNT NOT TO EXCEED $227,152.00, WITH IN -KIND SERVICES TO BE APPROPRIATED BY THE CITY VALUED AT AN AMOUNT NOT TO EXCEED $10,795.00; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND TO EXECUTE A CONTRACT WITH THE CHILDREN'S TRUST, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND TO NEGOTIATE AND EXECUTE ALL OTHER NECESSARY AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, AFTER CONSULTATION WITH THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT AWARD FOR SAID PURPOSES, FOR THE PERIOD COMMENCING AUGUST 1, 2015 THROUGH JULY 31, 2016, WITH THE OPTION TO RENEW FOR UP TO TWO (2) ADDITIONAL SIMILAR PERIODS AT THE SAME NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS FOR THE PROGRAM, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED. WHEREAS, the City of Miami's ("City") Department of Grants Administration Education Initiatives ("Department") has been awarded one (1) reimbursement grant from The Children's Trust ("Trust") for the City's Families First Parenting Program ("Program"), in an amount not to exceed $227,152.00 ("Grant'), for the period commencing August 1, 2015 through July 31, 2016, and the City and the Trust are negotiating the form of contract, ("The Children's Trust Contract") for said purposes at eight (8) to ten (10) child care centers within the City; and WHEREAS, the Program is comprised of a cooperative effort between the City, the Department and two (2) for -profit organizations, Exceptional Consulting for Educational Leaders, Inc., and Conee, Inc., (collectively, the "Service Providers") for its successful implementation; and WHEREAS, the goal of the Program is to offer a parenting program designed to incorporate literacy skills, provide parent -child activities, strengthen oral language development, give parents a venue to share concerns, learn new behavior strategies, and connect parents to a variety of support for family stability; and City of Miami Page 1 of 3 File Id: 15-00331 (Version: 1) Printed On: 3/13/2018 File Number: 15-00331 Enactment Number: R-15-0282 WHEREAS, the City must execute one (1) award package including the new form of The Children's Trust Contract, to accept the Grant award and in order to enter into related professional service agreements with the Service Providers in order to comply with the Trust's requirements; and WHEREAS, the City Manager and the Department are requesting for the City Commission to authorize the City Manager to negotiate and execute The Children's Trust Contract, in a form acceptable to the City Attorney, and, if necessary, to amend, extend, renew or modify, after consultation with the City Attorney, The Children's Trust Contract; and WHEREAS, under the Grant, the City is required to provide an in -kind match in an amount not to exceed $10,795.00, which corresponds to the services provided to the Program by the City's Education Initiatives Coordinator, within her regular working hours; and WHEREAS, the City Manager and the Department are requesting the appropriation of said Grant funding and the City's in -kind match for the Program and to fund the respective Service Providers (as indicated above) for the initial Fiscal Year 2015-2016; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized {1} to accept the Grant in a total amount not to exceed $227,152.00 from the Trust for the Program. Section 3. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: RESOURCES: APPROPRIATIONS: "The Children's Trust Grant for Education Initiatives 2015-2016 Families First Parenting Program" The Children's Trust City of Miami's In -Kind Match $227,152.00 $10,795.00 $237,947.00 Section 4. The City Manager is authorized {1} to negotiate and to execute, in a form acceptable to the City Attorney, a contract with the Trust ("The Children's Trust Contract") and to negotiate and execute all other necessary amendments, extensions, renewals, and modifications, after consultation with the City Attorney, to implement the acceptance of and compliance with the Grant award for said purposes, for the period commencing August 1, 2015 through July 31, 2016, with the option to renew for up two (2) additional similar periods at the same not -to -exceed amounts under the same terms and conditions for the Program, subject to budgetary approval at time of need. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
