When a draft of the title was placed into Legistar, a directive was included to forward the Resolution to Mr. Donald Trump. This title was included in the Mayor's Report for his signature and is what the public saw in the marked agenda until July 20, 2015. The legislation was then inadvertently finalized and the directive was removed since this directive was not expressly voted on the floor. However, this office takes the position that who the resolution is sent to is a ministerial act by the City and thus not a substantive change and can be reflected on the resolution or not. In order to ensure what the Mayor signed on the legislation report and the initial marked agenda minutes reflect the same as the final legislation, the legislation is being revised and will now include the directive as originally drafted. WHEREAS, the City of Miami ("City") has one of the highest proportions of foreign -born residents of any major city worldwide therefore, race, ethnicity, and culture are concepts of extreme relevance in the City; and WHEREAS, persons running for any office must promote and encourage respect for human rights and for fundamental freedoms for all without distinction as to race, culture, and national origin; and WHEREAS, the City condemns any racially, culturally or national origin insensitive statements made by candidates running for office, especially any such statements made by anyone running for Office of the President of the United States of America; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted and incorporated as fully set forth in this Section. Section 2. The Miami City Commission specifically condemns any and all racially, culturally or national origin insensitive statements made by anyone who is running for office, Section 3. The City Clerk is directed to transmit a copy of this Resolution to Mr. Donald Trump. Section 4.
