HomeMy WebLinkAboutR-15-0279City of Miami Legislation Resolution: R-15-0279 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-00857 Final Action Date: 6/25/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION, BYA FOUR -FIFTHS (4/STHS) VOTE, DESIGNATING GRANT FUNDS FROM THE DISTRICT 5 SHARE OF THE CITY OF MIAMI'S ANTI -POVERTY INITIATIVE PROGRAM, ACCOUNT NO. 00001.980000.896000, IN A TOTAL AMOUNT NOT TO EXCEED $100,000.00, FOR A 2015 SUMMER YOUTH EMPLOYMENT AND FINANCIAL EMPOWERMENT PROGRAM ("PROGRAM"); AUTHORIZING THE CITY MANAGER TO IMPLEMENT THE PROGRAM, AFTER CONSULTATION WITH THE CITY ATTORNEY. WHEREAS, pursuant to Resolution No. 14-0362, adopted September 23, 2014, the City Commission approved an allocation of funds in the amount of $1.25 million for the newly created City of Miami ("City") Anti -Poverty Initiative; and WHEREAS, pursuant to Resolution No. 15-0106, adopted March 12, 2015, the City Commission approved the establishment of Accounts for the five (5) City Commission districts, for the sole purpose of allocating Anti -Poverty Initiative Funds to said districts, utilizing the proportionate percentage of poverty levels based on the five (5) year poverty rate determined by the American Community Survey, as adjusted annually; and WHEREAS, it is desired that grant funds from the District 5 share of the City's Anti -Poverty Initiative Program, Account No. 00001.980000.896000, be designated for a 2015 Summer Youth Employment and Financial Empowerment Program ("Program") to be operated and administered by the Miami Police Athletic League ("PAL"), in a total amount not to exceed $100,000.00; and WHEREAS, eligible candidates will be matched and placed throughout existing PAL programming locations, be assigned a police officer mentor and paid directly from the Anti -Poverty Initiative Account; and WHEREAS, the City Manager is requesting authority from the City Commission to implement the Program, after consultation with the City Attorney; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) vote, grant funds from the District 5 share of the City's Anti -Poverty Initiative Program, Account No. 00001.980000.896000, are hereby designated for a Program to be operated and administered by PAL, in a total amount not to exceed $100,000.00. Section 3. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
