A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
CALLING ON UNITED STATES ("U.S.") SECRETARY OF TRANSPORTATION
ANTHONY FOXX, U.S. SECRETARY OF COMMERCE PENNY PRITZKER AND U.S.
SECRETARY OF STATE JOHN KERRY TO BEGIN OPEN SKIES CONSULTATIONS
WITH THE GOVERNMENTS OF QATAR AND THE UNITED ARAB EMIRATES IN
ORDER TO RESTORE FAIR MARKET PRINCIPLES AND TO ADDRESS UNFAIR
SUBSIDIES PROVIDED TO THEIR STATE-OWNED AIRLINES.
WHEREAS, for decades Open Skies agreements have brought great benefits to United States
("U.S"). travelers, U.S. airlines and the U.S. economy by creating a framework for competitive, fair
market air travel between countries; and
WHEREAS, U.S. airlines support 11 million American jobs and $1.5 trillion in nationwide economic
activity; and
WHEREAS, the State of Qatar and the United Arab Emirates (UAE) have violated Open Skies
policy by funneling $42 billion in government subsidies and other unfair benefits to their state-owned
airlines (Qatar Airways, Etihad Airways and Emirates Airline) since 2004, distorting the international
aviation market and undermining fair competition; and
WHEREAS, these subsidies pose a direct threat to the U.S. airline industry and thousands of
American jobs including an average of 821 jobs per each round-trip flight lost to these carriers; and
WHEREAS, several chambers of commerce, elected representatives, unions, and airport directors
from across the U.S. have voiced their support for the Open Skies initiative, as shown in the attached
list;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The City Commission calls on U.S. Secretary of Transportation Anthony Foxx, U.S.
Secretary of Commerce Penny Pritzker and U.S. Secretary of State John Kerry to begin Open Skies
consultations with the State of Qatar and the United Arab Emirates in order to restore fair market
principles and to address unfair subsidies provided to their state-owned airlines.
Section 3. The City Clerk is directed to transmit a copy of this resolution to U.S. Secretary of
Transportation Anthony Foxx, U.S. Secretary of Commerce Penny Pritzker and U.S. Secretary of
State John Kerry.

Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City.
