Sole Source for the Temporary Tenting
Structures at Virginia Key, Marine
Park
Attached, please find, the public hearing notice for a waiver of the requirement for competitive sealed bidding
procedures for the infrastructure installation of anchors and proprietary custom baseplates to correct topography and
soil conditions at Virginia Key, specifically Marine Park for the tenting structures required for the Miami International
Boat Show, for the Capital Improvements and Transportation Program Department. This will be funded from CITP's
Account No. 00001.401000.548100.0.0. This item is scheduled for the Commission meeting of May 28, 2015.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on May
28, 2015 at 9:00 a.m. in the City Commission Chambers at City Hall, 3500 Pan
American Drive, Miami, Florida, for the purpose of waiving the requirements of obtaining
sealed bids for the infrastructure installation of anchors and proprietary custom
baseplates to correct topography and soil conditions at Virginia Key, specifically Miami
Marine Park, also known as the Commodore Ralph Munroe Marine Stadium Park (Miami
Marine Park), for the tenting structures required for the Miami International Boat Show
(Boat Show), with Eventstar Structures, a design, engineering and manufacturing firm for
temporary structures, located at 8150-B N.W. 90 Street, Miami, FL 33166. In addition,
the City will incur no cost for the tenting infrastructure to be provided by Eventstar
Structures for the Boat Show. Furthermore, Eventstar Structures and the National
Marine Manufacturers Association, Inc., presenter of the Boat Show, have agreed to
donate the installed custom baseplates to the City at the conclusion of the Boat Show,
establishing the infrastructure needed for future events. This in -kind donation is valued
at $350,000.00 and will be available to other City events through the sole provider
Eventstar Structures. As a result of this in -kind donation, and based on Eventstar being
the only compatible tenting provider for this infrastructure, the City recommends entering
into a ten (10) year concession agreement for the exclusive provision of providing tent
structures for all future events held at Virginia Key, specifically Miami Marine Park,
providing for a concession fee payment to the City equal to ten (10%0) percent of gross
revenues for the first five (5) years of the term, and fifteen (15%) percent for the last five
(5) years of the term.
Inquiries from other potential sources of such a product who feel that they might be able
to satisfy the City's requirement for this item may contact Pearl P. Bethel, CPPB, City of

Should any person desire to appeal any decision of the City Commission with respect to
any matter considered at this meeting, that person shall ensure that a verbatim record of
the proceedings is made, including all testimony and evidence upon which any appeal
may be based (F.S. 286.0105).
