Eventstar Structures for Services on Miami

By this memorandum, the department of Capital Improvements and Transportation Program
(CITP) submits this request to the department of Purchasing to conduct the necessary
investigation and finding to determine if Eventstar Structures ("Eventstar") qualifies as a sole
source provider of goods and services to the City of Miami ("City") to provide custom temporary
structures to the City for use on Virginia Key.
Background
The City is the owner of the real property of Virginia Key that includes the upland and submerged
lands (collectively, the Property"). On January 8, 2015, pursuant to City Resolution R-15-0009,
the City issued a Revocable License to The National Marine Manufacturers Association, Inc.,
("NMMA") for the use of the Property to present to the public the Miami International Boat Show
("Boat Show").
NMMA has entered into contract with Eventstar for goods and services ("Vendor Contract') to
include infrastructure improvements on the Property requiring engineering design for the
installation of anchors and custom baseplates ("Equipment") to correct topography and soil
conditions on the Property to enable the securing of the temporary "tenting" structures and fixtures
on the Property for the Boat Show. The soil type conditions and soil properties on the Property
require deep foundations to secure the ground anchorage system of the temporary structures.
Eventstar uses helical piles that connect to its custom baseplates to provide the required support
capacity and structural connection points for the large temporary structures procured through
NMMA. The baseplate design further provides a low profile finish when the temporary structures
are not erected allowing for the park turf to cover over the baseplates. Eventstar is widely known
as a pioneering industry leader for its engineering designs, fabrication and installation of
temporary structures.
Eventstar and NMMA have agreed to donate the Equipment to the City at the conclusion of the
Boat Show; the Equipment is valued at $350,000. The City stands to benefit from having access
to the ground anchorage system custom baseplates remaining on the Property for future events
that may require temporary structures. The compatibility of the Equipment permits one
reasonable source of supply, Eventstar, for the tethering of custom temporary structures. It is not
practicable for the City to use competitive bidding methods to secure goods or services if there is
only one reasonable source of supply.
Eventstar has submitted to the City the design schematics of its Equipment for review for
consideration as a sole source provider of goods and services to the City.
