HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-00525 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A SPECIAL REVENUE PROJECT ENTITLED: "2014/2015 EXTENSION AND AMENDMENT NO. 5 OF MEMORANDUM OF AGREEMENT - DISCHARGE PLANNING GRANT," AND APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED THREE HUNDRED FORTY THOUSAND DOLLARS ($340,000.00), CONSISTING OF A GRANT ("GRANT") FROM MIAMI-DADE COUNTY ("COUNTY") THROUGH THE COUNTY HOMELESS TRUST ("TRUST"), TO PROVIDE EXTENDED OUTREACH AND HOUSING SERVICES TO HOMELESS INDIVIDUALS REFERRED THROUGH THE COUNTY JUDICIAL AND HEALTH SYSTEMS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE EXTENSION AND AMENDMENT NO. 5 TO THE 2010 MEMORANDUM OF AGREEMENT - DISCHARGE PLANNING (COLLECTIVELY, "MEMORANDUM"), IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY OF MIAMI ("CITY") AND THE COUNTY THROUGH THE TRUST, AND ANY OTHER NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID GRANT AWARD AND COMPLIANCE WITH THE MEMORANDUM. WHEREAS, pursuant to Resolution No. 10-0007, adopted January 14, 2010, Miami -Dade County ("County") through the County Homeless Trust ("Trust") awarded the City of Miami ("City") a grant in the amount of Three Hundred Forty Thousand Dollars ($340,000.00), for the provision of services to homeless individuals referred through the County Judicial and Health Systems; and WHEREAS, pursuant to Resolution Nos. 10-0517, 11-0499, 12-0478, and 14-0012, adopted November 18, 2010, December 15, 2011, November 13, 2012, and January 9, 2014, respectively, the Trust awarded extensions and amendments of the initial grant and the 2010 Memorandum of Agreement to the City for four (4) consecutive years, for the amount of Three Hundred and Forty Thousand Dollars ($340,000.00) each to continue providing said services; and WHEREAS the City has been awarded an additional Extension and Amendment No. 5 of said grant and 2010 Memorandum of Agreement (collectively, "Memorandum"), in the amount of Three Hundred Forty Thousand Dollars ($340,000.00), for the operation of the Miami Homeless Assistance Programs ("Assistance Programs") for Fiscal Year 2014/2015 ("Grant") for the program period October 1, 2014 through September 30, 2015; and WHEREAS, said funds will be used by the Assistance Programs to provide intervention services for the temporarily and chronically homeless, as well as provide housing, transportation, and other supportive services as necessary; and WHEREAS, it is appropriate for the City Manager to accept and implement said Grant, and to establish a special project fund for the appropriation of said Grant award; City of Miami Page 1 of 2 File Id: 15-00525 (Version: 1) Printed On: 5/18/2015 File Number: 15-00525 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Recitals and findings contained in the Preamble of this Resolution are adopted by reference incorporated as if fully set forth in this section. Section 2. The following Special Revenue Project is established and resources are appropriated as described below: Fund Title: "2014-2015 Extension and Amendment No. 5 of Memorandum of Agreement -Discharge Planning Grant" Resources: Miami -Dade County Homeless Trust Appropriation: $340,000.00 Section 3. The City Manager is authorized{1} (a) to accept the Grant from the County through the Trust to provide extended outreach and housing services to homeless individuals referred through the County Judicial and the Health Systems, and (b) to execute Extension and Amendment No. 5 of the Memorandum of Agreement, in substantially the attached form, and all other necessary documents, in a form acceptable to the City Attorney, for said purpose. Section 4. The expenditure of these grant funds is authorized {1} for the operation of the City's Homeless Assistance Program. Section 5. These authorizations shall remain valid and outstanding even if the Grant award is reduced or increased. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROED ASTO LEGAL FORM ANO CORRECTNESS: VICTO4kIA MEN 1 EZ CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including, but not limited to, those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
