A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
URGING THE MIAMI-DADE COUNTY BOARD OF COUNTY COMMISSIONERS
("COUNTY COMMISSIONERS") TO SUPPORT THE CITY OF MIAMI SHELTER
PROGRAM AT CAMILLUS HOUSE FOR THE CHRONIC HOMELESS, AND
REQUESTING THAT THE COUNTY COMMISSIONERS EXPLORE FUNDING
ALTERNATIVES FOR SUSTAINING THE PROGRAM ON AN ANNUAL BASIS SUCH
AS WITH FUNDS FROM THE HOMELESS TRUST; DIRECTING THE CITY CLERK
TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS STATED
HEREIN.
WHEREAS, the City of Miami ("City") adopted Resolution No. 14-0291, on July 24, 2014,
which approved an agreement with Camillus House for the City Shelter Program, formerly known as
the Mat Program; and
WHEREAS, the City provided the funding for the program in the amount of $700,000.00 which
was collected through various agencies including the Omni Redevelopment District Community
Redevelopment Agency, the Southeast Overtown Park West Community Redevelopment Agency, the
Miami Downtown Development Authority, the City, and private contributions; and
WHEREAS, the funding for this program is for one (1) year and expires on July 31, 2015; and
WHEREAS, chronic homelessness is one of the most difficult issues facing the City and the
entire Miami -Dade County area as the number of unsheltered homeless individuals has increased
since the last Homeless Trust Census was conducted in January 22, 2015; and
WHEREAS, the City Shelter Program is a one -of -a -kind program which engages the most
difficult population of homeless individuals and introduces those people to the Continuum of Care
with the ultimate goal of moving them into permanent housing; and
WHEREAS, in its first year of existence, the City Shelter Program has proven to be extremely
successful in providing vital services such as shelter, medical and dental care, mental health
treatment, drug treatment, three (3) meals a day, security, a dog kennel, showers, lockers, a library,
television, computers, and activities at no cost to the homeless; and
WHEREAS, since its inception, the City Shelter Program has provided 1,234 homeless
individuals with the above Continuum of Care services instead of arresting them and placing them in
jails; and

WHEREAS, the City Shelter Program is responsible for a total number of days stayed of
16,305 to date; and
WHEREAS, 30-32 percent of the homeless in the program have graduated into other shelter
programs, moved back home, or received permanent housing; and
WHEREAS, the alternative to this program is an unreasonable waiting list which usually
consists of over 200 people and a waiting period of at least thirty (30) days; and
WHEREAS, the Board of Directors of the Miami Downtown Development Authority adopted a
Resolution on February 20, 2015, in support of the City Shelter Program at Camillus House and
urging Miami -Dade County to explore funding alternatives to keep the program running annually;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. The City urges the Miami -Dade County Board of County Commissioners ("County
Commissioners") to support the City of Miami Shelter Program at Camillus House for the chronic
homeless, and requests that the County Commissioners explore funding alternatives for sustaining
the program on an annual basis such as with funds from the Homeless Trust.
Section 3. The City Clerk is directed to transmit this resolution to the County Commissioners.
Section 4. This Resolution shall become effective upon its adoption and signature of the
Mayor. {1}
Footnotes:
{1} This Resolution shall become effective as specified herein unless vetoed by the Mayor within ten
(10) days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission or upon the effective
date stated herein, whichever is later.
