HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-00307 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ADDING CAPITAL PROJECTS AND ADDING APPROPRIATIONS TO THOSE LISTED IN FISCAL YEAR 2014-2015 MULTI -YEAR CAPITAL PLAN PURSUANT TO RESOLUTION NO. 14-0322, ADOPTED SEPTEMBER 9, 2015, AS SUBSEQUENTLY AMENDED BY RESOLUTION NO. 14-0383, ADOPTED SEPTEMBER 29, 2014, RESOLUTION NO. 14-0445, ADOPTED NOVEMBER 20, 2014, RESOLUTION NO. 15-0012, ADOPTED JANUARY 8, 2015, RESOLUTION NO. 15-0048, ADOPTED FEBRUARY 12, 2015, AND RESOLUTION NO. 15-0169, ADOPTED APRIL 9, 2015 AND REVISING CURRENT APPROPRIATIONS AMONG APPROVED PROJECTS; FURTHER APPROPRIATING FUNDING FOR THE ADDED PROJECTS; RATIFYING, APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS BY THE CITY MANAGER AND DESIGNATED CITY DEPARTMENTS IN ORDER TO UPDATE THE RELEVANT FINANCIAL CONTROLS AND COMPUTER SYSTEMS IN CONNECTION THEREWITH. WHEREAS, a new appropriation of a grant from Florida Inland Navigation District is being established in the amount of $75,000 to fund Dinner Key Marina Dinghy Dock, 40-B30735; and WHEREAS, a new appropriation of a grant from Florida Department of Economic Opportunity is being established in the amount of $2,000,000 to fund NE 2 Avenue/Design District, 40-B78513; and WHEREAS, a new appropriation of grants from Miami -Dade County are being established in the amount of $8,797,573.46 to fund various Capital Improvements projects; and WHEREAS, a new appropriation of a grant from Florida Department of Environmental Protection through an appropriation of the Florida Legislature is being established in the amount of $200,000 to fund Wagner Creek/Seybold Canal Dredging, 40-B50643; and WHEREAS, a new appropriation of City Subrogation Auto Claims dollars is being established in the amount of $104,300 to fund Damaged Vehicle Replacement /Repairs, 40-B30666; and WHEREAS, a new appropriation of City Surplus Goods and Fixed Assets Sales dollars is being established in the amount of $393,000 to fund Damaged Vehicle Replacement /Repairs, 40-B30666; and WHEREAS, a new appropriation of Contribution from City General Fund dollars is being established in the amount of $17,463,521 to fund various Capital Improvements projects; and WHEREAS, a new appropriation of Contribution from City Special Revenue Fund dollars is being established in the amount of $899,700 to fund various Capital Improvements projects; and WHEREAS, the new and revised appropriations and project additions constitute updates to the existing Multi -Year Capitaâ–º Plan approved pursuant to Resolution No. 14-0322, adopted September 09, City of Miami Page 1 of 3 File Id: 15-00307 (Version: 1) Printed On: 5/5/2015 File Number: 15-00307 2014; and WHEREAS, the previous appropriations remain authorized to continue previously approved capital projects (new, revised, and continued projections being collectively the "Projects") according to the Fiscal Year 2014-2015 Multi -Year Capital Plan pursuant to Resolution No. 14-0322, adopted September 9, 2015, as subsequently amended by Resolution No. 14-0383, adopted September 29, 2014, Resolution No. 14-0445, adopted November 20, 2014, Resolution No, 15-0012, adopted January 8, 2015, Resolution No. 15-0048, adopted February 12, 2015, and Resolution No. 15-0169, adopted April 9, 2015 (collectively the "Plan"); and WHEREAS, select previous appropriations are being reallocated within Capital Funds; and WHEREAS, in order to implement the Plan and the City's Fiscal Year 2014-2015 Final Budget requirements authorized pursuant to Resolution No. 14-0362, adopted September 23, 2014, as subsequently amended from time to time ("Budget"), the City Manager and certain designated City Departments continue to take necessary actions to update the City's relevant financial controls and computer systems; and WHEREAS, it is now necessary in order to approve additional projects and appropriations as attached and incorporated for new sources of revenues for Fiscal Year 2015 and add to prior year appropriations in Capital Funds based on the following format: Fund 30000 Fund 31000 Fund 32000 Fund 33000 Fund 34000 Fund 35000 Fund 36000 Fund 37000 Fund 38000 Fund 39000 Fund 39900 Community Redevelopment Area General Government Public Safety Disaster Recovery Public Facilities Parks & Recreation Streets & Sidewalks Sanitary Sewers Storm Sewers Solid Waste Mass Transit NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The herein project additions and appropriations (attached and incorporated) are hereby made for implementation of municipal capital improvements of the City of Miami ("City"), for the Fiscal Year ending September 30, 2015. Descriptive fund number and project balances, when included, are shown for informational purposes only. Section 3. Certain necessary actions by the City Manager and designated City Departments in order to update the relevant financial controls and computer systems in connection with the Plan and the Budget to implement the Projects are ratified, approved and confirmed. Section 4. This Resolution shall become effective immediately upon its adoption and signature by the Mayor.{1 } APPROVED AS TO FORM AND CORRECTNESS: VICTORIA MENDEZ CITY ATTORNEY Footnotes: {1 } If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, It shall become effective immediately upon override of the veto by the City Commission.
