HomeMy WebLinkAboutLegislation-SUBCity of Miami Legislation Resolution: R-15-0210 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-00508 Final Action Date: 5/14/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO TAKE ALL STEPS NECESSARY, INCLUDING, BUT NOT LIMITED TO, AN AMENDMENT TO THE CITY OF MIAMI'S ("CITY'S") CURRENT INTERLOCAL AGREEMENT WITH MIAMI-DADE COUNTY, TO ADD A SOUTHWEST 8TH STREET/WEST FLAGLER STREET/NORTHWEST 7TH STREET TROLLEY ROUTE TO THE CITY'S TROLLEY SYSTEM, RUNNING FROM SOUTHWEST 8TH STREET, TO SOUTHWEST 1ST COURT, TO SOUTHWEST 7TH STREET, TO SOUTHWEST 3RD AVENUE, TO SOUTHWEST 6TH STREET, TO SOUTHWEST 4TH AVENUE, TO SOUTHWEST SOUTH RIVER DRIVE, TO NORTHWEST 1ST STREET, TO NORTHWEST 6TH AVENUE, TO WEST FLAGLER STREET, TO WEST 57TH AVENUE, TO NORTHWEST 7TH STREET, TO NORTHWEST 37TH AVENUE, TO SOUTHWEST 8TH STREET, MIAMI, FLORIDA AND BACK. WHEREAS, the City of Miami ("City") currently operates a multitude of trolleys in the Health District, Overtown, Downtown, Brickell, and Coral Way areas; and WHEREAS, the trolleys are used by tourists and locals alike; and WHEREAS, Southwest 8th Street, West Flagler Street, and Northwest 7th Street are major arterials in the City; and WHEREAS, there is a large community that has been historically underserved by transit in Little Havana and Flagami; and WHEREAS, a trolley route in that location would greatly enhance these neighborhoods; and WHEREAS, the route would encompass approximately thirteen and one-half (13.5) miles at an average operational speed of ten (10) miles per hour with an expected eighteen (18) minute headway between trolleys; and WHEREAS, to achieve the above -stated timetable, an additional five (5) trolleys would be necessary; and WHEREAS, this trolley project would cost approximately seven hundred seven thousand eight hundred dollars ($707,800.00) if the additional trolleys were purchased at the current contract rate and approximately nine hundred ninety-five thousand, five hundred dollars ($995,500.00) if rented; z o y, coo mEo D o z vs W a — Y = U Z m Q z a W z V) 0CCm V) z = o < !- F- U City of Miami Page 1 of 2 File Id: 15-00508 (Version: 2) Printed On: 9/21/2015 DOCUMENT. s- 00So2- l.eg�sl�h� Sub File Number: 15-00508 Enactment Number: R-15-0210 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is directed to take all steps necessary, including, but not limited to, an amendment to the City's current Interlocal Agreement with Miami -Dade County, to add a Southwest 8th Street/West Flagler Street/Northwest 7th Street trolley route to the City's trolley system, running from Southwest 8th Street, to Southwest 1st Court, to Southwest 7th Street, to Southwest 3rd Avenue, z to Southwest 6th Street, to Southwest 4th Avenue, to Southwest South River Drive, to Northwest 1st o v, Street, to Northwest 6th Avenue, to West Flagler Street, to West 57th Avenue, to Northwest 7th Street, D z to Northwest 37th Avenue, to Southwest 8th Street, Miami, Florida, and back. WHEREAS, the City of Mi. ii ("City") currently operates a multitude of trolleys in the Health District, Overtown, Downtow , :rickell, and Coral Way areas; and WHEREAS, the trolleys are used 1 tourists and locals alike; and WHEREAS, Southwest 8th Street in - t Little Havana, Miami, Florida ("East Little Havana"), is a burgeoning tourist destination for those who sit the City; and WHEREAS, Southwest 8th Street in East Lit Havana is an important area for those who live, work and visit the area; and WHEREAS, there is a large community that has b- historically underserved by transit in East Little Havana; and WHEREAS, a trolley route in that location would greatly = ance the neighborhood; and WHEREAS, if the implementation of the additional route wer_ o take place immediately, the current Interlocal Agreement contains a provision that would allow the .' y to rent vehicles from the provider at a cost of $45 per hour, thus bringing the total cost to approxi tely $415,000, for the first year, with future costs at approximately $288,500 per year which includes • (2) vehicles operating at 13 hours a day, 6 days a week; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF TH' ITY OF MIAMI, FLORIDA: Section 1.
