A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING FUNDS IN AN AMOUNT NOT TO EXCEED $975,000.00, CONSISTING
OF A GRANT AWARD FROM THE SOUTHEAST OVERTOWN/PARK WEST
COMMUNITY REDEVELOPMENT AGENCY ("SEOPW CRA"), TO THE CITY OF
MIAMI, TO UNDERWRITE COSTS ASSOCIATED WITH A POLICE CAMERA PILOT
PROGRAM AND ENHANCED POLICING SERVICES WITHIN THE SEOPW CRA
REDEVELOPMENT AREA; AUTHORIZING THE CITY MANAGER TO EXECUTE
THE AGREEMENT AND ALL OTHER NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City, which
includes the Southeast Overtown/Park West Community Redevelopment Agency district ("SEOPW
CRA Redevelopment Area"); and
WHEREAS, pursuant to Section 163.387(6)(h), Florida Statutes, "[m]oneys in the redevelopment
trust fund may be expended from time to time for undertakings of a community redevelopment agency
as described in the community redevelopment plan for ... [t]he development of 'community policing
innovations"; and
WHEREAS, Section 163.340(23), Florida Statutes, defines "community policing innovations" by a
community redevelopment agency as a "policing technique or strategy designed to reduce crime by
reducing opportunities for, and increasing the perceived risks of engaging in, criminal activity through
visible presence of police in the community, including, but not limited to, community mobilization,
neighborhood block watch, citizen patrol, citizen contact patrol, foot patrol, neighborhood storefront
police stations, field interrogation, or intensified motorized patrol"; and
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW
CRA") is empowered to establish, implement, and fund community policing innovations; and
WHEREAS, pursuant to SEOPW CRA Resolution No. 14-0069, adopted on December 29, 2014,
the Board of Commissioners of the SEOPW CRA approved the issuance of a grant in an amount not
to exceed $275,000.00, to the City, for the provision of a Police Camera Pilot Program ("Camera
Program") within the SEOPW CRA Redevelopment Area; and
WHEREAS, in addition to the Camera Program, the City's Police Department has presented the
SEOPW CRA with an operational plan for enhanced policing services within the SEOPW CRA
Redevelopment Area entitled "SEOPW CRADetail," consisting of an innovative, service -oriented, and
problem solving policing unit, to establish and support working partnerships with the SEOPW CRA, the
Neighborhood Enhancement Teams, residents, business owners, and homeless outreach programs;
and
WHEREAS, pursuant to SEOPW CRA Resolution No. 15-0011, adopted on March 30, 2015, the

Board of Commissioners of the SEOPW CRA approved the issuance of a grant in an amount not to
exceed $700,000.00, to the City, to be utilized for the provision of enhanced policing services within
the SEOPW CRA Redevelopment Area that are supplemental to general patrol; and
WHEREAS, the City's Police Department will utilize the subject grant awards in the not to exceed
amount of $975,000.00, to establish and implement the Camera Program as well as the "SEOPW
CRA Detail" for the purposes of providing enhanced community policing services exclusively within the
SEOPW CRA Redevelopment Area; and
WHEREAS, the SEOPW CRA authorized the grant to be disbursed on a reimbursement basis to
the City, or directly to vendors, upon presentation of invoices and satisfactory documentation; and
WHEREAS, no City match is required; and
WHEREAS, the City Commission wishes to accept said grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. Grant awards in the not to exceed amount of $975,000.00 from the SEOPW CRA, to the
City, to underwrite costs associated with the creation and implementation of the Camera Program as
well as the "SEOPW CRA Detail," for the purposes of providing enhanced community policing services
exclusively within the SEOPW CRA Redevelopment Area, are accepted
Section 3. The City Manager is authorized {1} to execute the agreement for enhanced policing
services within the SEOPW CRA Redevelopment Area, and all other necessary documents, in a form
acceptable to the City Attorney, in order to implement the enhanced policing services in compliance
with said grant award.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions,
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
