HomeMy WebLinkAboutR-15-0196City of Miami Legislation Resolution: R-15-0196 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-00383 Final Action Date: 4/23/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, FOR THE ALLOCATION OF GRANT FUNDS AWARDED FROM THE BJA 13 SMART POLICING INITIATIVE, TO FLORIDA INTERNATIONAL UNIVERSITY, IN AN AMOUNT NOT TO EXCEED $120,789.13 PER YEAR, FOR REIMBURSEMENT OF SERVICES TO DEVELOP AND IMPLEMENT A PREDICTIVE CRIME ANALYTICS PROGRAM TO ASSIST THE CITY OF MIAMI ("CITY") POLICE DEPARTMENT IN MAKING FORCE DEPLOYMENT DECISIONS, AND TO INCREASE CRIME CLEARANCE RATES SPECIFICALLY IN AUTO -THEFTS AND ROBBERIES; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF THE CITY POLICE DEPARTMENT TO EXECUTE ANY OTHER NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO MAINTAIN THE PROJECT. WHEREAS, pursuant to Resolution No. 14-0427, adopted November 20, 2014, the City Commission accepted a grant award from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, in the amount of $605,394.00, to be dispersed over a period of three (3) years to fund technology acquisition, training, personnel, and other associated costs, including the hiring of an experienced statistical analyst who is capable of building and interpreting predictive crime models, as well as a research assistant; and WHEREAS, predictive crime analysis requires a tightly focused collaborative approach that is measurable based on sound detailed statistical analysis, including a review of policies and procedures for accountability in order to perform a needs based assessment and to implement an effective strategy; and WHEREAS, the Florida International University ("FIU") Department of Criminal Justice, within the FIU School of International and Public Affairs, is in partnership with the City of Miami's ("City") Police Department ("Department"), and has identified an associate professor who is qualified in building and interpreting predictive crime models; and WHEREAS, pursuant to Section 18-112 of the Code of the City of Miami, Florida, as amended ("City Code"), the City Administration recommends the allocation of grant funds in an amount not to exceed $120,789.13, from the BJA 13 Smart Policing Initiative award, to FIU, for the services of an experienced statistical analyst who is capable of building interpreting predictive models, as well as for a researcher who will conduct evaluations of data; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 2. The City Manager is authorized{1} to execute an agreement, in substantially the attached form, for the allocation of funds in an amount not to exceed $120,789.13 per year, from BJA 13 Smart Policing Initiative grant award funds, to FIU, for providing personnel qualified to develop and implement a predictive crime analytics program aimed at assisting the Department in making force deployment decisions, and increasing crime clearance rates, specifically in auto -thefts and robberies. Section 3. The City Manager is further authorized to designate the Department Chief to execute any other necessary documents, in a form acceptable to the City Attorney, in order to implement the acceptance of the project. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
