A RESOLUTION OF THE MIAMI CITY COMMISSION, BYA FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE, RATIFYING, APPROVING, AND CONFIRMING THE CITY
MANAGER'S FINDING OF AN EMERGENCY; WAIVING THE REQUIREMENTS
FOR COMPETITIVE SEALED BIDDING METHODS PURSUANT TO SECTION 18-90
OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
RETROACTIVELY AUTHORIZING THE PROCUREMENT OF A MARINE UNIT
FROM AMERICAN REDI-BILT, INC. D/B/A CATAMARAN CRUISERS FOR USE BY
THE CITY OF MIAMI DEPARTMENT OF FIRE -RESCUE, IN AN AMOUNT NOT TO
EXCEED $138,161.00, WITH FUNDS ALLOCATED FROM ACCOUNT NO.
40-B70241-05-1426-EQUIPMENT-181000.
WHEREAS, the procurement of the marine unit addresses delays in response concerning
reflex time from quarters to incident, thereby allowing the City of Miami ("City") Department of
Fire -Rescue ("Department") fire boat personnel to provide expedited care and rapid fire response to
citizens along the City's coastline; and
WHEREAS, the benefit of faster response times allows for preemptive action with respect to
the increased number of incidents such as the one that occurred on July 4, 2014; and
WHEREAS, it is the Department's goal to have this mobile facility in place prior to the start of
the recreational and holiday season, when ever -greater numbers of boaters will be taking advantage of
the City's waterways; and
WHEREAS, once the construction of a fixed marine station has occurred, it is the Department's
plan to reassign the vessel for use as a water based command center and triage area during major
water related events;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, the City Manager's finding of an
emergency, waiving the requirements for competitive sealed bidding methods pursuant to Section 18-
90 of the Code of the City of Miami, Florida, as amended, is ratified, approved, and confirmed,
retroactively authorizing the procurement of a marine unit from American Redi-Bilt, Inc. D/B/A
Catamaran Cruisers for use by the City's Department bf Fire -Rescue, in an amount not to exceed
$138,161.00, with funds allocated from Account No. 40-B70241-05-1426-Equipment-181000.
Section 3. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{1}

Footnotes:
{1} This Resolution shall become effective as specified herein unless vetoed by the Mayor within ten
(10) days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission or upon the effective
date stated herein, whichever is later.
