HomeMy WebLinkAboutMemorandum FR/SRCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM : Honorable Mayor and Members February 27, 2015 DATE : FILE : Of the City Commission Tbdd B, Hannon City Clerk SUBJECT: REFERENCES: Request from Miami -Dade County Supervisor of Elections to change Runoff election date ENCLOSURES: (4) The City of Miami Charter Sec. 7 states, "A general municipal election for the mayor and city commissioners shall be held on the first Tuesday after the first Monday in November in odd -numbered years. A runoff election for the mayor and city commissioners shall be held on the second Tuesday after the first Monday in November in odd - numbered years." We are in receipt of correspondence from Ms. Penelope Townsley, Supervisor of Elections for Miami -Dade County, requesting that we change the date of our 2015 Runoff Election from November 10, 2015 to November 17, 2015. (Attachment A) In her letter, Ms. Townsley states that by changing the date of the Runoff Election the Miami -Dade County Elections Department can help us meet our shared goals of a thorough, complete and accurate election process that would allow adequate time for: • Updating voter registration records; • Coding, proofing and testing two different voting systems (optical scan and electronic); • Ordering, printing, processing and mailing absentee ballots; • Giving adequate time to voters to receive and return their absentee ballots; • Preparing for the state -mandated Logic and Accuracy Test (L&A) and the Post Election Audit; • Resetting, reprogramming, and retesting all election equipment; • Hiring and training personnel for Early Voting (if applicable) and for Election Day voting locations; and • Delivering paper ballots and supplies to polling locations. Pursuant to Florida Statute 100.3605 — Conduct of municipal elections --- "(2) The governing body of a municipality may, by ordinance, change the dates for qualifying and for the election of members of the governing body of the municipality and provide for the orderly transition of office resulting from such date changes." The Miami -Dade County Elections Department provided us with an estimate for a general election for Districts 1, 2, and 4. (Attachment B) For early voting costs we also received an estimate of $3,200 per site per day. Estimated Costs for November 2015 Elections Early Voting ($3,200/site for 6 sites for 14 days) $268,800 Early Voting ($3,200/site for 6 sites for 7 days) $134,400 A November 3, 2015 General Municipal Election (3 Districts) $339,024 A November 3, 2015 Citywide Referendum Election* $589,711 A Commission District 1 Runoff * * $93,570 A Commission District 2 Runoff * * $127,473 A Commission District 4 Runoff * * $117,980 Estimated Advertising Costs $70,000 *The estimate for a citywide referendum or special election is provided for information and for discussion. **Estimated using a percentage of registered voters per district applied to the General Municipal Election estimated cost. A first reading of an ordinance to provide for the November 3, 2015 General Municipal Election and to change the date of the runoff election from November 10, 2015 to November 17, 2015 has been scheduled for Commission consideration on the March 12, 2015 Commission Meeting agenda. Lastly, you will also find a copy of all polling places within the City of Miami (Attachment C) and 2015 election calendar with pertinent dates. A Run -Off Election on November 17, 2015 would coincide with the Run -Off Election for the City of Hialeah and Miami Beach. It would also afford the Elections Department the time required to properly prepare for your election, including: • Updating voter registration records • Coding, proofing and testing two different voting systems (optical scan and electronic) • Ordering, printing, processing and mailing absentee ballots • Giving adequate time to voters to receive and return their absentee ballots • Preparing for the state -mandated Logic and Accuracy Test (L&A) and Post Election Audit • Resetting, reprogramming, and retesting all election equipment • Hiring and training personnel for Early Voting (if applicable) and Election Day voting locations • Delivering paper ballots and supplies to all voting locations It is a tremendous challenge for this Department to perform all of these activities within the one -week timeframe that currently exists between your General and Run -Off Elections. It is my understanding that you will be presenting this information to your council to consider extending the timeframe between elections to two weeks. I must reiterate that this is the minimum amount of time that is acceptable to carry out our mission and serve the voters of your municipality. My greatest concern is in regards to absentee voting. The short time period between elections may prevent voters from taking advantage of absentee voting and/or being able to successfully return the ballot to our office by the deadline. Letter to Mr. Todd B. Hannon Page 2 ATTACHMENT "A" I know we share a common goal to ensure that your elections are thorough, complete, and accurate. With this in mind, I hope you and your council takes this recommendation into consideration and schedule a minimum of two weeks between your General and Run -Off Elections. I would like to remind you that F.S. 100.3605 stipulates that municipalities have the authority to change the date of their elections, a right that many municipalities have exercised in the past.
