Our community is clamoring for sensible mass transit solutions at a time when public dollars for capital
construction remain scarce. Miami -Dade County and the City of Miami have an opportunity to make a wise
investment in a commuter rail system that will connect Tri-Rail to the All -Aboard Florida station in downtown
Miami. This single investment has the potential to activate two commuter rail corridors, and offer a viable
public transit alternative to areas of our community woefully underserved by our existing mass transit system.
As chairman of the County's Transit & Mobility Committee, I have committed myself to moving the dial on
mass transit infrastructure projects that will integrate our existing transit infrastructure with new transit systems
designed to facilitate the flow of passengers from all four corners of Miami -Dade County to downtown and vice
versa.
All -Aboard Florida and Tri-Rail have made a substantial investment in our community, and the investment you
are being asked to consider will cement the relationship between these two stakeholders and the communities
they intend to serve. It is important to strike while the iron is hot. I hope that you will vote to invest in this
worthwhile project, which will undoubtedly begin to restore the public's confidence in government's ability to
provide residents with viable public transit alternatives.

• WHEREAS, Downtown Miami is South Florida's largest, most utilized transit -oriented
neighborhood, featuring the State's largest employment center, with a daytime population of over 220,000
• people; a large and growing high -density residential community of over 80,000 residents; major cultural
and entertainment destinations; multiple educational institutions, including the 26,000-student strong
• Miami Dade College Wolfson Campus; and an existing premium transit infrastructure that includes three
Metrorail stations, three Metromover loops, and two major Metrobus terminals; and
WHEREAS, an economic impact study commissioned by the Miami DDA concluded that
Downtown Miami's economic impact to the county, region and state is comparable to or greater than that
of other prominent economic generators such as Miami International Airport, PortMiami, and Disney
4111 World; and
1111/ WHEREAS, despite these facts, the regional Tri-Rail commuter rail does not currently provide
direct rail service to Downtown Miami; and
• WHEREAS, an extension of Tri-Rail service to Downtown is included in the South Florida
Regional Transportation Authority's ("RTA") Strategic Regional Transit Plan, and the DDA's 2025
• Downtown Miami Master Plan; and
WHEREAS, the Miami DDA adopted Resolution No. 12/2010 in December 2009 in support of
the Tri-Rail extension to Downtown Miami (provided herein as Exhibit 1); and
•
WHEREAS, since that time, the need and opportunity for a direct commuter rail connection to
• Downtown has only increased as a result of exponential growth in the number of Downtown residents,
workers and visitors; and
•
. WHEREAS, this ongoing growth has led to severe traffic congestion in both peak and off-peak
hours, which if left unaddressed will place Miami at a competitive disadvantage to other cities in the
world as an attractive live, work, play destination; and
•

•
WHEREAS, that same level of growth helps to support and bolster transit systems by providing
the ridership and density necessary for viable and successful transit service; and
WHEREAS, a short window of opportunity exists to advance the Tri-Rail extension project as a
result of All Aboard Florida's imminent development of MiamiCentral Station; and
WHEREAS, failure to incorporate Tri-Rail into the development of MiamiCentral Station now
would likely extinguish any chance of connecting Downtown Miami to commuter rail service in the
future, as it would substantially increase the costs and logistical challenges associated with retrofitting an
existing station.
NOW THEREFORE, be it resolved by the Board of Directors of the Miami Downtown
Development Authority of the City of Miami, Florida.
Section 1. The recitals are true and correct and are adopted by reference and incorporated as
if fully set forth in this Section.
Section 2. The DDA Board of Directors reaffirms its strong support for the proposed Tri-
Rail extension to Downtown's MiamiCentral Station.
Section 3. The DDA urges the City Manager to immediately negotiate in good faith with the
Mayor of Miami -Dade County, the chairs and directors of Miami's two Community Redevelopment
Agencies, and other organizations as necessary and appropriate to immediately effectuate the necessary
funding to build the platform(s) required for Tri-Rail to run parallel to the All Aboard Florida intra-state
passenger rail service into Downtown.

Remarkable commercial and residential growth continues to

Dear Mayor & City Commissioners:
I would like to express our most sincere support for funding from the City of Miami to
accommodate future Tri-Rail Service at All Aboard Florida's MiamiCentral Station.
This public transit service will directly benefit our business in Downtown Miami.
The opportunity for Tri-Rail to provide 26 direct trains per weekday from all points north
on the existing Tri-Rail system to Downtown Miami is critical to the future development
of public transit in Miami -Dade County. This is a smart investment in Miami's
transportation and economic future since it will not only realize Tri-Rail service to
Downtown Miami, but also integrate All Aboard Florida, Metrorail, MetroMover, the
Miami -Dade County bus system and Tri-Rail into an intermodal transit center with
connections to all parts of Miami -Dade County, South Florida and even to Orlando and the
Central Florida area.
This transit hub will further enhance development in Downtown Miami and further
assure the viability of other projects like Museum Park, American Airlines Arena,
Adrienne Arsht Center, World Center Miami and the World Center Convention Center by
bringing millions of new visitors from the Tri-County area to patronize these projects.
This may be a once -in -a -lifetime opportunity to propel our public transit system into the
21stCentury. Please support contributing to the SFRTA effort to bring Tri-Rail Service to
Downtown Miami at the MiamiCentral Station.

Dear Jim Boxold:
1 am writing this letter to express my strong support for the Tri-Rail extension onto the Florida East Coast
Railway corridor and the utilization of All Aboard Florida's (AAF) downtown Miami station, Miami
Central. This new commuter rail service will generate significant benefits to our cities, county and the
entire region. With your support, 26 direct trains will arrive and depart from Miami Central, creating new
opportunities for Miami -Dade County residents, and in specific Overtown residents, to seek employment
in Broward and Palm Beach counties and providing a convenient way for our neighbors to the north to
visit, patronize and revitalize our urban core. An estimated 2,000 to 4,000 new trips into downtown
Miami will occur every day, bringing visitors to museums, shoppers to retails centers, attendees to
sporting events, residents to their homes, and workers to their downtown offices.
As you may know, AAF has started construction on its intercity, express passenger rail system and Miami
Central. It is vital that we act now and approve a funding source so Tri-Rail can implement its service and
construct the necessary infrastructure needed to integrate in Miami Central. Failing to do so will result in
missing an once -in -a -lifetime opportunity to connect these two transit systems in our downtown and
create a multi -modal hub that links with our existing Metrorail, Metromover and bus systems.
AAF is a very committed partner in this transaction. This is an opportunity whereby AAF is contributing
significant value by providing access to its corridor, contributing land for the station and providing, at its
expense, construction management services for the additional Tri-Rail improvements. This will also
allow Tri-Rail to expand its service in conjunction with the delivery of AAF passenger service to Miami
Central. If Tri-Rail, in the future, had to build its own downtown station it would cost significantly more
to construct, would probably not have a seamless connection to all the other transportation systems, and
land would be bought at a premium. There is no reason to forgo the opportunity being presented today.
It's time to start making intelligent investments in our County's future, and the Tri-Rail extension into
downtown Miami and Overtown is one of, if not, the most important one we could make. 1'he extension
will further enhance ongoing development and revitalization of Miami's downtown and connect cities,
like Miami Gardens, Miami Lakes and Hialeah that have no one -seat service, with the county's central
business district. There will also be significant economic impacts, as the cumulative impact of the Miami

Central station will double the tax increment revenues of the Southeast Overtown Park West community
redevelopment district.
This is a project of great magnitude and importance. The long-term benefits to the Overtown community,

• I am writing this letter to express my strong support for the Tri-Rail extension onto the Florida East Coast Railway
40 corridor and the utilization of All Aboard Florida's (AAF) downtown Miami station, MiamiCentral.
• Over the past five decades, Miami Dade College has grown into one of the largest employers in South Florida and
the largest institution of higher education in the country with over 165,000 students. Our students and employees
• live in communities throughout Miami -Dade and Broward Counties and many spend a significant amount of their
day traveling to our campuses. At our Wolfson Campus in downtown Miami, students and staff must battle
,• significant traffic congestion, as the business district continues to expand bringing additional employees and
consumers to the area.
• The addition of 26 direct trains per weekday from all points north on the existing Tri-Rail system to the new All
• Aboard Florida (AAF) Miami Central Station would provide a convenient way for our students and staff to travel to
the Wolfson Campus, to work, attend classes, and participate in the many cultural and educational programs we
. offer downtown including the Miami Book Fair International and the Miami International Film Festival.
• As the leader of an under -funded public institution, I very much understand the value that public/private
partnerships have and the important role they can play in addressing community needs in a cost-effective way.
• AAF's willingness to not charge Tri-Rail for the cost of the land being used to develop a new Tri-Rail Station at
Miami Central and its public offer to not collect access fees for use of the Florida East Coast Railway corridor
• (valued at $ 32,000,000) highlight the organization's commitment to the project.
• I urge you to take advantage of this unique opportunity to expand the intermodal transit center currently under
• construction to include Tri-Rail so that residents and visitors to Miami alike have access to an integrated
transportation system that will benefit the community for years to come.

The Greater Miami and the Beaches Hotel Association is an organization comprised of a membership
base of 160 hotels and over 250 allied and allied upgrade members across Miami Dade County. Our
mission of the GMBHA is to promote the interests of its members through advocacy, education and
partnerships, and advance Miami as the visitor's destination of choice.
We are writing this letter to express our strong support for the Tri-Rail extension onto the Florida East
Coast Railway corridor and the utilization of All Aboard Florida's downtown Miami station, Miami
Central. This new commuter rail service will generate significant benefits to our cities, county and the
entire region. With your support, 26 direct trains will arrive and depart from Miami Central, creating
new opportunities for Miami -Dade County residents, and in specific Overtown residents, to seek
employment in Broward and Palm Beach counties and providing a convenient way for our neighbors to
the north to visit, patronize and revitalize our urban core. An estimated 2,000 to 4,000 new trips into
downtown Miami will occur every day, bringing visitors to museums, shoppers to retails centers,
attendees to sporting events, residents to their homes, and workers to their downtown offices.
As you may know, All Aboard Florida has started construction on its intercity, express passenger rail
system and Miami Central. It is vital that we act now and approve a funding source so Tri-Rail can
implement its service and construct the necessary infrastructure needed to integrate in Miami Central.
Failing to do so will result in missing an once -in -a -lifetime opportunity to connect these two transit
systems in our downtown and create a multi -modal hub that links with our existing Metrorail,
Metromover and bus systems.
All Aboard Florida (AAF) is a very committed partner in this transaction. This is an opportunity whereby
AAF is contributing significant value by providing access to its corridor, contributing land for the station
and providing, at its expense, construction management services for the additional SFRTA
improvements. This will also allow Tri-Rail to expand its service in conjunction with the delivery of AAF
passenger service to Miami Central. If Tri-Rail, in the future, had to build its own downtown station it
would cost significantly more to construct, would probably not have a seamless connection to all the
