A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER OR THE CITY MANAGER'S DESIGNEE TO DEVELOP A FINANCIAL
ASSISTANCE PACKAGE ("ASSISTANCE PACKAGE") AND INITIATE
NEGOTIATIONS WITH THE SOUTH FLORIDA REGIONAL TRANSPORTATIION
AUTHORITY ("SFRTA") TO UNDERWRITE A PORTION OF THE COSTS OF
CERTAIN IMPROVEMENTS ("IMPROVEMENTS") AT THE FUTURE
MIAMICENTRAL STATION FOR THE PURPOSE OF ACCOMMODATING
FUTURE SERVICE TRI-RAIL SERVICE TO DOWNTOWN MIAMI; FUTHER
DIRECTING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO
COORDINATE WITH THE EXECUTIVE DIRECTORS OF THE SE
OVERTOWN/PARK WEST ("SEOPW") AND OMNI COMMUNITY
REDEVELOPMENT AGENCIES ("CRA") AND MIAMI-DADE COUNTY
("COUNTY") TO SEEK COMPANION CONTRIBUTIONS FROM SUCH
AGENCIES FOR THE TRI-RAIL IMPROVEMENTS; FURTHER DIRECTING THE
CITY MANAGER TO PRESENT AN ASSISTANCE PACKAGE, INCLUDING
POSSIBLE ISSUANCE OF A CITY SPECIAL REVENUE BOND BY THE
CITY TO BE DEFEASED WITH TAX INCREMENT REVENUES
GENERATED BY THE TRANSIT ORIENTED DEVELOPMENT PROGRAM
ADVANCED IN CONJUNCTION WITH THE DEVELOPMENT OF
MIAMICENTRAL STATION, FOR CONSIDERATION BY THE MIAMI
CITY COMMISSION WITHIN NO LATER THAN FORTY-FIVE (45) DAYS
OF THE DATE OF ADOPTION OF THIS RESOLUTION.
WHEREAS, the SFRTA through its Tri-Rail Coastal Link project is proposing to reintroduce passenger service
along an 85-mile stretch of the Florida East Coast ("FEC") railway corridor between Jupiter and downtown Miami,
connecting 28 of the most densely -populated municipalities in eastern Miami -Dade, Broward and Palm Beach
counties; and
WHEREAS, presently, MiamiCentral Station, a new, multi -modal facility, is being developed
in downtown Miami as part of its planned inter -city rail passenger service between Miami and
Orlando and which station can be modified to accommodate future Tri-Rail service; and
WHEREAS, planned and funded improvements along the FEC Corridor will connect it with
the South Florida Rail Corridor owned by the State of Florida (formerly the CSX corridor) which
will permit Tri-Rail passenger trains to access the FEC Corridor in order to establish passenger
service to downtown Miami (the "Tri-Rail Downtown Miami Link") as soon as 2017; and
WHEREAS, SFTRA's commuter rail service along the Tri-Rail Coastal Link will provide South Floridians and
visitors with a viable transportation alternative to congested highways that presently serve as the only means of
connection between the downtowns of South Florida's three most populous cities; and
WHEREAS, Tri-Rail Downtown Miami Link's service will access the Miami Central Station along the same
viaduct servicing AAF's inter -city passenger rail service which terminates on an elevated platform located
approximately fifty (50) feet above grade; and
WHEREAS, Tri-Rail Downtown Miami Link's terminus at the Miami Central Station will require the
expansion of the planned viaduct and elevated platform to accommodate Tri-Rail service (the "Tri-Rail
Improvements"); and

WHERAS, SFRTA is willing to construct the Tri-Rail Improvements upon a written promise from the County
and City that each will contribute a portion of the tax increment fund revenues ("TIF") generated by the
MiamiCentral Station and related improvements (the "Project") to SFRTA to underwrite the costs of the Tri-Rail
Improvements; and
WHEREAS, the Miami City Commission desires to establish Tri-Rail service to downtown Miami by no later
than 2017 with the inauguration of MiamiCentral Station, as well as ensure the prospect of future Tri-Rail Coastal
Link service to downtown Miami, by approving an Assistance Package for SFRTA that will ensure the timely
completion of the Tri-Rail Improvements; and
WHEREAS, approval of the Assistance Package for SFRTA will further promote the redevelopment and
employment opportunities within the redevelopment areas and the Central Business District by connecting such
portions of the City with communities across the South Florida region through the proposed investment.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission hereby directs the City Manager or his designee to engage
SFRTA in negotiations regarding the financing of the Tri-Rail Improvements as identified in the Exhibit "A" attached
hereto, and prepare a report outlining the possible funding alternatives, including the issuance of a City special
revenue bond to be repaid with tax increment revenues generated by the transit oriented development program
advanced jointly with the construction of MiamiCentral Station and, as necessary, non -ad valorem tax receipts, for the
consideration of the City Commission.
Section 3. The City Manager is further directed to engage the respective chairman and executive
directors of the SEOPW and Omni CRAs, as well as the County Mayor and his designee, to present a recommended
Assistance Package for the cost of the Tri-Rail Improvements, as well as any and all attendant contracts and/or
agreements, including but not limited to, the SFRTA Assistance Package and inter -local agreements by and
between the City, County, and CRAs, necessary to accomplish the construction of the Tri-Rail Improvements.
Section 4. The aforementioned report, recommended Assistance Package, and all necessary
agreements shall be presented to Miami City Commission for its consideration at a public hearing to be held on not
later than April 9th, 2015.

This Resolution shall become effective immediately upon its adoption and signature of
If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date
it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon
override of the veto by the City Commission.
