The Resolution reaffirms the DDA's support for the extension of Tri-Rail to Downtown, and urges the City of Miami to help fund this critically important urban infrastructure project. The Miami DDA has long advocated for establishment of direct commuter rail service to Downtown. Our 2025 Downtown Miami Master Plan calls for "connecting Downtown through commuter rail to other Florida East Coast cities," in recognition of the many benefits of this project, which include mitigating traffic congestion within Downtown and along major north -south arteries, such as 1-95 and US-1; supporting transit -oriented infill and redevelopment; opening access to job opportunities and greater mobility for residents; and supporting business, employment, and tax base expansion for our community. As you know, Downtown has experienced exponential growth over the last decade; a trend that continues unabated with dozens of projects currently under construction, and dozens more in the pipeline. While this growth is welcome, and continues to fuel Downtown's revival, it has also brought with it severe traffic congestion, which if left unaddressed could effectively slow or put an end to our positive trajectory, or potentially reverse it by sending people and businesses packing to competing cities. The Tri-Rail / All Aboard Florida / MiamiCentral Station projects collectively represent a model public private partnership (P3). This P3 presents a unique and timely opportunity to advance a key transportation and economic development priority at a fraction of the time and expense that it would normally cost. The extension of Tri-Rail to Downtown will support existing businesses, help to attract new ones, support our workforce, draw visitors, improve our residents' quality of life, and encourage transit - oriented development. It is not just a homerun, it is a grand slam, and it needs to be supported now before we lose this unique window of opportunity. We appreciate your consideration of this letter. RESOLUTION NO. 06/2015 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE MIAMI DOWNTOWN DEVELOPMENT AUTHORITY ("DDA") OF THE CITY OF MIAMI, FLORIDA REAFFIRMING THE DDA'S STRONG SUPPORT FOR THE PROPOSED TRI-RAIL EXTENSION TO DOWNTOWN'S MIAMICENTRAL STATION; AND FURTHER URGING THE CITY MANAGER TO IMMEDIATELY NEGOTIATE IN GOOD FAITH WITH THE MAYOR OF MIAMI DADE COUNTY, THE CHAIRS AND DIRECTORS OF MIAMI'S TWO COMMUNITY REDEVELOPMENT AGENCIES, AND OTHER ORGANIZATIONS AS NECESSARY AND APPROPRIATE TO IMMEDIATELY EFFECTUATE THE NECESSARY FUNDING TO BUILD THE PLATFORM(S) REQUIRED FOR TRI-RAIL TO RUN PARALLEL TO THE ALL ABOARD FLORIDA INTRA-STATE PASSENGER RAIL SERVICE INTO DOWNTOWN. WHEREAS, Downtown Miami is South Florida's largest, most utilized transit -oriented neighborhood, featuring the State's largest employment center, with a daytime population of over 220,000 people; a large and growing high -density residential community of over 80,000 residents; major cultural and entertainment destinations; multiple educational institutions, including the 26,000-student strong Miami Dade College Wolfson Campus; and an existing premium transit infrastructure that includes three Metrorail stations, three Metromover loops, and two major Metrobus terminals; and WHEREAS, an economic impact study commissioned by the Miami DDA concluded that Downtown Miami's economic impact to the county, region and state is comparable to or greater than that of other prominent economic generators such as Miami International Airport, PortMiami, and Disney World; and WHEREAS, despite these facts, the regional Tri-Rail commuter rail does not currently provide direct rail service to Downtown Miami; and WHEREAS, an extension of Tri-Rail service to Downtown is included in the South Florida Regional Transportation Authority's ("RTA") Strategic Regional Transit Plan, and the DDA's 2025 Downtown Miami Master Plan; and WHEREAS, the Miami DDA adopted Resolution No. 12/2010 in December 2009 in support of the Tri-Rail extension to Downtown Miami (provided herein as Exhibit 1); and WHEREAS, since that time, the need and opportunity for a direct commuter rail connection to Downtown has only increased as a result of exponential growth in the number of Downtown residents, workers and visitors; and WHEREAS, this ongoing growth has led to severe traffic congestion in both peak and off-peak hours, which if left unaddressed will place Miami at a competitive disadvantage to other cities in the world as an attractive live, work, play destination; and Submitted into the public record for item(s) g-E. 9, on 3.26. 2015 . City Clerk WHEREAS, that same level of growth helps to support and bolster transit systems by providing the ridership and density necessary for viable and successful transit service; and WHEREAS, a short window of opportunity exists to advance the Tri-Rail extension project as a result of All Aboard Florida's imminent development of MiamiCentral Station; and WHEREAS, failure to incorporate Tri-Rail into the development of MiamiCentral Station now would likely extinguish any chance of connecting Downtown Miami to commuter rail service in the future, as it would substantially increase the costs and logistical challenges associated with retrofitting an existing station. NOW THEREFORE, be it resolved by the Board of Directors of the Miami Downtown Development Authority of the City of Miami, Florida. Section 1. The recitals are true and correct and are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The DDA Board of Directors reaffirms its strong support for the proposed Tri- Rail extension to Downtown's MiamiCentral Station. Section 3. The DDA urges the City Manager to immediately negotiate in good faith with the Mayor of Miami -Dade County, the chairs and directors of Miami's two Community Redevelopment Agencies, and other organizations as necessary and appropriate to immediately effectuate the necessary funding to build the platform(s) required for Tri-Rail to run parallel to the All Aboard Florida intra-state passenger rail service into Downtown. Summary and Purpose Remarkable commercial and residential growth continues to take place in Downtown Miami. An extension of Tri-Rail service to Downtown Miami would provide commuter rail access to/from the vibrant area via a Tri-Rail "one -seat ride," requiring no transfers. In addition to faster and more convenient access to downtown, this Tri-Rail extension would serve residential areas in Miami -Dade and connect with redeveloping areas such as the Design District and Midtown Miami.
