A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
DIRECTING THE CITY MANAGER TO DEVELOP A FINANCIAL ASSISTANCE
PACKAGE AND INITIATE NEGOTIATIONS WITH THE SOUTH FLORIDA REGIONAL
TRANSPORTATION AUTHORITY TO UNDERWRITE A PORTION OF THE COSTS
OF CERTAIN IMPROVEMENTS AT THE FUTURE MIAMI CENTRAL STATION, FOR
THE PURPOSE OF ACCOMMODATING FUTURE TRI-RAIL SERVICE TO
DOWNTOWN MIAMI; FURTHER DIRECTING THE CITY MANAGER TO
COORDINATE WITH THE EXECUTIVE DIRECTORS OF THE SOUTHEAST
OVERTOWN/PARK WEST AND OMNI COMMUNITY REDEVELOPMENT
AGENCIES, MIAMI-DADE COUNTY, AND OTHER GOVERNMENT AGENCIES OR
ENTITIES TO SEEK COMPANION CONTRIBUTIONS FROM SUCH AGENCIES OR
ENTITIES FOR THE TRI-RAIL IMPROVEMENTS TO INCLUDE NO LESS THAN $5.5
MILLION FROM THE PUBLIC TRANSPORTATION PLAN; FURTHER DIRECTING
THE CITY MANAGER TO PRESENT AN ASSISTANCE PACKAGE FOR
CONSIDERATION BY THE MIAMI CITY COMMISSION, WITHIN NO LATER THAN
SEVENTY-FIVE (75) DAYS OF THE DATE OF ADOPTION OF THIS RESOLUTION.
WHEREAS, the South Florida Regional transportation Authority ("SFRTA"), through its Tri-Rail
Coastal Link project, is proposing to reintroduce passenger service along an 85-mile stretch of the
Florida East Coast Industries' ("FECI") railway corridor between Jupiter and the City of Miami's ("City")
downtown area, connecting twenty-eight (28) of the most densely populated municipalities in eastern
Miami -Dade, Broward and Palm Beach counties; and
WHEREAS, Miami Central Station is the terminus for the intercity passenger rail project under
development in the City's Downtown area that will connect the City to the City of Orlando, with
intermediate stations in the cities of Fort Lauderdale and West Palm Beach; and
WHEREAS, SFTRA's commuter rail service along the Tri-Rail Coastal Link will provide South
Floridians and visitors with a viable transportation alternative to congested highways that presently
serve as the only means of connection between the downtowns of South Florida's three most
populous cities; and
WHEREAS, Tri-Rail Coastal Link's passenger rail service will access the Miami Central Station
along the same viaduct servicing the inter -city passenger rail service which terminates on an
elevated platform located approximately fifty (50) feet above grade; and
WHEREAS, Tri-Rail Coastal Link's terminus at the Miami Central Station will require the
expansion of the planned viaduct and elevated platform to accommodate Tri-Rail service ("Tri-Rail
Improvements"); and
WHEREAS, SFRTA is willing to construct the Tri-Rail Improvements upon a written promise from
Miami -Dade County ("County") and the City, that each will contribute revenues for related

improvements ("Project") to SFRTA to underwrite the costs of the Tri-Rail Improvements; and
WHEREAS, the Miami City Commission desires to establish Tri-Rail service to the City's
downtown area by no later than 2017 with the inauguration of the inter -city rail service and the Miami
Central Station, as well as ensure the prospect of future Tri-Rail Coastal Link service to the City's
downtown, by approving an Assistance Package for SFRTA that will ensure the timely completion of
the Tri-Rail Improvements; and
WHEREAS, approval of the Assistance Package for SFRTA will further promote redevelopment
and employment opportunities within the redevelopment areas and the Central Business District, by
connecting such portions of the City with communities across the South Florida region through the
proposed investment;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The Miami City Commission hereby directs the City Manager to develop a financial
assistance package and initiate negotiations with SFRTA to underwrite a portion of the costs of
certain improvements at the future Miami Central Station, for the purpose of accommodating future
Tri-Rail service to downtown Miami and to coordinate with the executive directors of the Southeast
Overtown/Park West and Omni Community Redevelopment Agencies, Miami -Dade County, and
other government agencies or entities to seek companion contributions from such agencies or
entities for the Tri-Rail improvements to include no less than $5.5 million from the Public
Transportation Plan.
Section 3. The City Manager is further directed to present an assistance package for
consideration by the Miami City Commission, within no later than seventy-five (75) days of the date of
adoption of this Resolution.
Section 4. The aforementioned report, recommended Assistance Package, and all necessary
agreements shall be presented to Miami City Commission for its consideration at a public hearing to
be held on a date not later than June 9, 2015.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
