A 15 day notice is sufficient and we would like the item to be heard on March 26, 2015. APPROVED: I;Julia Hernandez Agenda Coordinator CITY OF MIAMI, FLORIDA NOTICE OF PUBLIC HEARING As required pursuant to Section 255.20, Florida Statutes, and in accordance with Section 18-85(a) of the Code of the City of Miami, the Commission of the City of Miami, Miami -Dade County, Florida, will conduct a public hearing in the Commission Chambers of Miami City Hall, 3500 Pan American Drive, Miami, Florida, on Thursday, March 26, 2015, at 9:00 A.M., to consider whether it is practical or advantageous and in the public's best interest to waive competitive sealed bids for the N.E. 2nd Avenue/Design District, Project No. B-78513, for roadway construction, consisting of storm drainage, underground utilities, pavement markings, pavers and concrete, traffic signals and signage, street lights, landscaping and irrigation (the "Right -of -Way Improvements") along N.E. 2nd Avenue between N.E. 38th Street and N.E. 42nd Street, Miami, Florida 33137 and authorizing award of the Right -of -Way Improvements to FCAA, LLC ("FCAA"), a Delaware limited liability company, who through its contractor, The Redland Company, Inc. ("Redland"), a Florida corporation and an appropriately licensed contractor, is uniquely qualified to undertake the Right -of -Way Improvements because FCAA and its affiliates are currently completing similar improvements in the immediate area of the Miami Design District. The Right -of -Way Improvements are estimated to cost approximately $2,000,000.00 to be funded with grant proceeds for this same amount from the State of Florida. The City of Miami is providing a match in the form of a capital project that benefits the area in enhancements to public rights -of -way along the adjacent area of N.E. 2nd Avenue between N.E. 42nd Street and N.E. 51st Street, Design District Improvements, Project No. B-78508. The Right -of -Way Improvements are located within the Miami Design District. The City Manager will present written findings to the City Commission which shall contain reasons supporting the conclusion that competitive sealed bidding is not practicable or advantageous to the City, which findings must be ratified and the contract award approved by an affirmative vote of four -fifths 4/5th of the City Commission. All interested parties may appear and be heard at the time and place specified. Persons who decide to appeal any decision made by the City Commission with respect to any matter considered at its meeting or hearing, will need a record of the proceedings. Such persons may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which the appeal is based (Section 286,0105, Florida Statutes).
