The Housing and Commercial Loan Committee was created via Ordinance 13030 to approve or
disapprove housing and commercial loans and grants to be provided by the City of Miami through any
funds administered by the Department of Community Development; establish housing related and
commercial loan policies; approve the local affordable housing incentive strategy recommendations;
triennially, review established policies, procedures, ordinances, land development regulations, and the
adopted comprehensive plan and recommend, if necessary, specific actions or initiatives to encourage
or facilitate affordable housing; and triennially, submit a report to the City Commission which includes
recommendations and evaluates the implementation of affordable housing incentives. See attached
nominations and applications.
Thirteen (13) appointments are needed at this time:
• Mayor Tomas Regalado has one (1) nomination for a seat currently held by:
1. Bill Rammos, incumbent, whose term expired in March 11, 2013.
• Commission At Large has ten (10) nominations for seats currently held by:
1. Yvonne Debesa, incumbent, Banking or Mortgage Industry (Seat #2), whose term
expired on March 11, 2013.
2. Ben Fernandez, incumbent, Resident of the City of Miami (Seat #8), whose term
expired on March 11, 2013.
3. Kevin Deeb, incumbent, Real Estate Professional (Seat #7), whose term expired on
March 11, 2013.
4. Allan Hall, incumbent, Not -for -Profit Affordable Housing Provider (Seat #6), whose
term expired on June 10, 2014.
5. James Angleton, incumbent, Advocate for Low Income Persons (Seat #4), whose term
expired on March 11, 2013.
6. Stephen Johnson, incumbent, Essential Services Personnel (Seat #10), whose term
expired on March 11, 2013.
7. Matthew Grindler, incumbent, Representing Employers within the City (Seat #9),
whose term expired on June 10, 2014.
8. Vacant. For -Profit Affordable Housing Provider (Seat#5)
9. Vacant. Areas of labor actively engaged in affordable home building (Seat #3)
10. Vacant. Residential home building (Seat #1)
• City Manager Daniel J. Alfonso has two (2) nominations for seats currently held by:
1. Jose M. Fernandez, incumbent, whose term expires on June 13, 2017, has exceeded the
number of allowed absences (4 in 2014), and requires a 4/5ths waiver of attendance.
2. Gregory Gay, incumbent, whose term expired on March 11, 2013.
For your convenience, we are including a copy of the current membership of said committee. By copy
of this memorandum, we are requesting the Agenda Office to place this issue on the March 12, 2015,
Commission agenda.
