Purpose of Item: It is respectfully recommended that the Miami City Commission adopt the attached resolution, by a four -fifths (4/5ths)affirmative vote , ratifying, confirming and approving the City Manager's written finding of an emergency, waiving competitive sealed bidding procedures and retroactively approving the selection of a State of Florida approved food vendor to provide food services for the children participating in the Daycare and After School Programs for Parks for a period not to exceed one hundred and eighty (180) days. Director VI, Chief `lc _ / `; City Managq 15 Page 1 of 2 Background Information The City of Miami Parks and Recreation Department (Parks) is a participant in the State of Florida Child Care Food (FCCF) Program. The children in the Parks Day Care program are served breakfast, lunch and snack daily. Additionally, snacks are provided for the Afterschool Program. The current vendor on contract notified Parks on Wednesday, January 14, 2015 that they would be unable to deliver the meals and snacks for both programs for January 14, 2015 through January 16, 2015. On January 16, 2015 the vendor notified Parks that they are no longer in business, and are unable to provide meals for the Daycare and After School Programs. On January 16, 2015 the City Manager approved an emergency, authorizing the waiver of a competitive bid process in order to secure a replacement vendor for the provision of food service, for a period not to exceed one hundred and eighty (180) days. The approval of this emergency bid waiver, allows for the continuity of service and the Procurement Department sufficient time to follow the standard procurement process to competitively solicit these services for a long term contract. This emergency procurement was necessary as failure to secure a new vendor immediately would have resulted in no food or snacks being served to the children, thus causing undue hardship to the parents, many of whom qualify for subsidized child care. The estimated amount for the one hundred and eighty (180) day period is $132,971.81. Page 2 of 2
