Subject: Resolution for Procurement Card Services
Purpose of Item:
The nature of this item is to allow the City Manager to approve the first amendment to the
Participation Agreement between the City of Miami and JPMorgan Chase Bank, N.A. for the
extension of the term from April 1, 2015 through March 31, 2016 for the City of Miami's (City)
Procurement Card (P-Card) services. It is recommended that the Commission approve the extension,
to allow the continuity of service with JPMorgan Chase Bank, N.A., and to allow sufficient time for
the re -procurement of these services through a competitive process.

Pursuant to Resolution No. 09-0063, on February 12, 2009, the City entered into a Participation
Agreement with JPMorgan Chase Bank, N.A. (JPMorgan), by accessing a contract between the
Department of Off -Street Parking of the City of Miami d/b/a Miami Parking Authority (MPA), and
JPMorgan, for Commercial Card Services (P-card). The Participation Agreement stipulates that it shall
survive the Commercial Card Agreement between JPMorgan and the MPA. The MPA has conducted a
full and open competition and is in the process of awarding the P-card services to a new vendor, Sun
Trust Bank. The current Commercial Card Agreement between the MPA and JPMorgan has been
extended through March 31, 2015.
Through this amendment, the Participation Agreement would be extended for a twelve (12) month
period to allow for continuity of services and for the re -procurement of these services through a
competitive process. Additionally, the City's banking services contract is on a month to month basis.
These banking services will be included in the re -procurement process for the P-card services. It is not
in the best interest of the City to piggy -back off of the new MPA contract, as the City intends to solicit
under full and open competition the P-card and banking services under one solicitation by the second
quarter of 2015. The estimated amount for the twelve month period is $1,400,000.
