Subject: Florida Inland Navigation District (FIND) Grant Application for the installation/upgrades of
Dinner Key Marina Pumpout Equipment — Phase II
Purpose of Item:
A Resolution of the Miami City Commission, with attachments, authorizing the City Manager to
submit an application for reimbursable grant funding to the Florida Inland Navigation District ("FIND")
Waterways Assistance Program, in substantially the attached form, in an amount not to exceed
$150,000 for the Installations/Upgrades of Dinner Key Marina Pumpout Equipment - Phase II
("Project"); authorizing the allocation of the required matching funds for the remaining fifty percent
(50%) of the project costs, in an amount not to exceed $150,000, to be provided by the Department
of Real Estate and Asset Management ("DREAM") Project B-70012 Award 1437; authorizing the City
Manager to execute any other necessary documents for the submission of said grant application, the
execution of grant or deed agreements and amendments, modifications and extensions, and the
acceptance of the grant funds in the event of the award of the grant for fiscal year 2015-2016.
Background Information:
The City of Miami ("City") wishes to install/upgrade pumpout equipment at Dinner Key Marina, to
increase service by 85%, by allowing 493 slips to receive pumpout service. The estimated total cost
of the Project is $500,000. The City will allocate $200,000 from future funding from the Clean Vessel
Act Grant, and the remaining $300,000 balance to be allocated from FIND and City funding, The
Office of Grants Administration is seeking City Commission authorization to apply for $150,000 in
reimbursable grant funding from the Florida Inland Navigation District which represents the remaining
50%0 of the total estimated $500,000 project. The item includes language by Rule 66B-2, Florida
Administrative Code, for grant submittal to the Waterways Assistance Program.
