FINDING:
URS Corporation Southern is one of three (3) environmental engineering consultants
selected under the Miscellaneous Environmental Engineering Services contract
("Contract") --issued pursuant to Request for Qualifications No. 10-11-045_- to provide
comprehensive environmental services to include detailed facility assessment,
geotechnical, surveying, and ongoing compliance monitoring and reporting on behalf of the
City of Miami. At the onset of the Contract commencement, the City of Miami maintained
an established list of nineteen (19) active environmental compliance projects with an
estimated $2.05 million budgeted for the evaluation and development of strategic
remediation and monitoring plans. Since execution of the Contract, Miami has
experienced a significant increase in the discovery of additional contaminated publicly
owned lands, in particular at former landfill sites that have been converted for use as public
parks. As of the writing of this memorandum, the City now has twenty-eight (28) active
environmental compliance projects and anticipates that additional public lands may
eventually be placed onto the list of active environmental compliance projects as new
contaminants are discovered on public lands by way of the existing site assessment
program currently underway citywide. Additionally, this existing Contract is set to expire in
August 2015; a new solicitation is expected to be issued to handle future environmental
compliance projects. There is a need to increase capacity under the Contract and
additionally to increase the capacity for each contractor selected under the Contract to be
able to complete the existing list of environmental compliance projects and to secure the
"No Further Action" approval from the Miami -Dade Department of Environmental and
Resource Management ("DERM").
