FINDING:
SCS is one of three (3) environmental engineering consultants selected under the
Miscellaneous Environmental Engineering Services contract ("Contract") --issued pursuant
to Request for Qualifications No. 10-11-045 to provide comprehensive environmental
services to include detailed facility assessment, geotechnical, surveying, and ongoing
compliance monitoring and reporting on behalf of the City of Miami. At the onset of the
Contract commencement, the City of Miami maintained an established list of nineteen (19)
active environmental compliance projects with an estimated $2.05 million budgeted for the
evaluation and development of strategic remediation and monitoring plans. Since
execution of the Contract, Miami has experienced a significant increase in the discovery of
additional contaminated publicly owned lands, in particular at former landfill sites that have
been converted for use as public parks. As of the writing of this memorandum, the City
now has twenty-eight (28) active environmental compliance projects and anticipates that
additional public lands may eventually be placed onto the list of active environmental
compliance projects as new contaminants are discovered on public lands by way of the
existing site assessment program currently underway citywide. Additionally, this existing
Contract is set to expire in August 2015; a new solicitation is expected to be issued to
handle future environmental compliance projects. There is a need to increase capacity
under the Contract and additionally to increase the capacity for each contractor selected
under the Contract to be able to complete the existing list of environmental compliance
projects and to secure the "No Further Action" approval from the Miami -Dade Department
of Environmental and Resource Management ("DERM").
BACKGROUND:
At present, the total estimated cost to remediate all known contaminated public lands
within the City of Miami is estimated at $10 million, The current capacities allocated under
the Miscellaneous Environmental Engineering Services is capped at $2.5 million and is
insufficient to complete the environmental review, assessment and strategic remediation
plan for the approved list of contaminated project sites. Additionally, capacity increases
are sought to accommodate the estimated project sites with potential environmental
compliance issues yet to be discovered, to provide accessible funds to timely address and
conduct needed assessments, and to develop mitigation strategies and plan of action. The
estimated cost for the evaluation and the development of strategic remediation and
monitoring plans for the newly added nine project sites inclusive of the projected costs
associated with the funding for additional anticipated remediation planning and monitoring
is estimated at $4.5 million or approximately 45% of the total estimated remediation
cleanup cost.
The proposed capacity increases contemplated under the Miscellaneous Environmental
Engineering Services contract is larger for SCS than the remaining two select vendors due
to the complexities of the environmental concerns of the newly added projects, which
largely constitutes public park lands that were previous landfill sites, and SCS's experience
in handling such cases. SCS experience in providing comprehensive environmental
services on landfill projects is well documented. The firm has completed over 100 such
landfill project in just calendar year 2014 alone. SCS also has extended resources
enabling it to mobilize statewide resources to complete inspections of 100 parks within the
City of Miami in just two weeks providing for project costs savings to the benefit of the City.
SCS has consistently proposed methods to the City for approval by DERM that have been
readily accepted and approved by DERM resulting in additional cost savings for the City.
In particular, SCS has developed a protocol to streamline assessment of contaminated
park sites which has become the standard approach for all park assessment-- approved by
DERM-- and which has resulted in costs savings to the City of Miami.
CITP finds it beneficial to utilize SCS as lead consultant to handle the new cases of
contaminated public park lands in a timely manner, and to prioritize mitigation plans for the
remediation of contaminated parks lands of significant size --such as the 10 acre Douglas
Park and the 25 acre Curtis Park-- which shall require an extensive landfill remediation and
compliance monitoring plan; and further to maintain existing cost saving approaches
currently realized by the City.
