HomeMy WebLinkAboutR-15-0068City of Miami Legislation Resolution: R-15-0068 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-00071 Final Action Date: 2/26/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF EMERGENCY SOLUTIONS GRANT FUNDS FOR PROGRAM YEAR 2015-2016, IN THE TOTAL AMOUNT OF $399,538.00, AS SPECIFIED IN ATTACHMENT "A," ATTACHED AND INCORPORATED; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the United States Department of Housing and Urban Development ("HUD") has yet to release the final Community Planning and Development Program Formula Allocations for Program Year 2015, and as such, the amount of Emergency Solutions Grant ("ESG") funds being recommended is a projection; and WHEREAS, HUD provides ESG funds to the City of Miami ("City") on an annual basis; and WHEREAS, the ESG program guidelines allow for the allocation of funds to continue supporting the City's outreach and referral services to the chronically homeless, and additionally requires the City to support homeless prevention and rapid re -housing activities; and WHEREAS, the City Administration recommends allocating said funds to the various activities as specified in Attachment "A," attached and incorporated, for Program Year 2015-2016, beginning April 1, 2015; and WHEREAS, the funding allocation to such activities specified in Attachment "A" may vary from the final amount received, and the City Administration will prorate the allocations once HUD confirms the final ESG formula allocation for Program Year 2015-2016; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The allocation of ESG funds for Program Year 2015-2016, in the total amount of $399,538.00, as specified in Attachment "A," attached and incorporated, is authorized. Section 3. These allocations will be adjusted in direct proportion to the actual allocation of ESG funds provided by HUD for the 2015-2016 Program Year. Section 4. The City Manager is authorized{1} to execute the necessary documents, in a form acceptable to the City Attorney, for said purpose. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
