A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ACCEPTANCE OF UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT ENTITLEMENT GRANT FUNDS, IN THE TOTAL PROJECTED
AMOUNT OF $20,791,943.00, AS STATED HEREIN, FOR THE FOLLOWING
PROGRAMS: COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT
PARTNERSHIPS, HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS, AND
THE EMERGENCY SOLUTIONS GRANT, FOR PROGRAM YEAR 2015-2016;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO
IMPLEMENT THE ACCEPTANCE OF THE ACTUAL AMOUNTS OF GRANT FUNDS,
WHEN MADE AVAILABLE, FOR SAID PURPOSE.
WHEREAS, the United States Department of Housing and Urban Development ("HUD")
provides the City of Miami ("City") entitlement grants annually under the following programs:
Community Development Block Grant ("CDBG"), Home Investment Partnerships ('THOME"), Housing
Opportunities for Persons with Aids ("HOPWA"), and the Emergency Solutions Grant ("ESG"); and
WHEREAS, projected funds to be granted to the City under said programs for program year
2015-2016 are: (1) $4,809,641.00 to the CDBG Program, (2) $2,756,727.00 to the HOME Program,
(3) $12,826,037.00 to the HOPWA Program, and (4) $399,538.00 to the ESG Program; and
WHEREAS, the City Administration recommends accepting HUD Entitlement Grant Funds, in
the total projected amount of $20,791,943.00, as stated herein, for the following programs: CDBG,
HOME, HOPWA, and ESG, for Fiscal Year 2015-2016; and
WHEREAS, the funding allocation account may vary as stated herein, and the City
Administration will adjust the allocation proportionally once HUD confirms the final CDBG formula
allocation for Program Year 2015-2016;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. The acceptance of entitlement grant funds from HUD, in the total projected amount
of $20,791,943.00, as stated herein, for the following programs, is authorized: (1) $4,809,641.00 to
the CDBG Program, (2) $2,756,727.00 to the HOME Program, (3) $12,826,037.00 to the HOPWA
Program, and (4) $399,538.00 to the ESG Program, for Program Year 2015-2016.
Section 3. These allocations will be adjusted in direct proportion to the actual allocation of

Entitlement Grant funds provided by HUD for the 2015-2016 Program Year.
Section 4. The City Manager is authorized to execute{1} the necessary documents, in a form
acceptable to the City Attorney, in order to implement the acceptance of the actual amounts of grant
funds, when made available, for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by the City Attorney,
including but not limited to those prescribed by applicable City Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
