HomeMy WebLinkAboutR-15-0059City of Miami Legislation Resolution: R-15-0059 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-00078 Final Action Date: 2/26/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING A CONTRIBUTION TO NEIGHBORS AND NEIGHBORS ASSOCIATION, INC., FOR THE "SAVE OUR SONS LIBERTY SQUARE INITIATIVE," IN AN AMOUNT NOT TO EXCEED $15,000.00; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, AWARD NO. 1019, PROJECT NO. 19-690002, ACCOUNT CODE NO.12500.191602.883000.0000, WITH SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CITY OF MIAMI CHIEF OF POLICE AS COMPLYING WITH THE UNITED STATES DEPARTMENT OF JUSTICE'S "GUIDE TO EQUITABLE SHARING FOR STATE AND LOCAL LAW ENFORCEMENT AGENCIES (2009)." WHEREAS, the United States Department of Justice's "Guide to Equitable Sharing for State and Local Law Enforcement Agencies (2009)" ("USDOJ Guide"), authorizes a transfer of equitable sharing funds to support community -based programs whose missions are consistent with and supportive of law enforcement efforts; and WHEREAS, the City of Miami Police Department ("Department") supports the efforts of those organizations that assist the Department in its fight against criminal activity; and WHEREAS, Neighbors and Neighbors Association, Inc. ("NANA"), through its "Save our Sons Liberty Square Initiative," will establish a mentoring and training center in the heart of Liberty Square in the City of Miami ("City"), as part of their crime prevention initiative ("Initiative"); and WHEREAS, during the initial six (6) months of the Initiative, NANA agrees to provide anti -crime services to the City; and WHEREAS, their purpose is to drastically reduce crime and violence, with an emphasis on community safety, mentoring, and transformational training; and WHEREAS, the requested funding would be utilized to defray some of the costs and expenses of organizing and administering the Initiative; and WHEREAS, funds for this Initiative have not been included in the Department's normal operating budget, and are available in the City's Law Enforcement Trust Fund; and WHEREAS, the City's Chief of Police has recommended adoption of this Resolution, and has determined that the expenditures proposed comply with the USDOJ Guide; and WHEREAS, pursuant to the provisions of the USDOJ Guide, the recipient, NANA, shall: 1) certify that funds appropriated will be used lawfully and for the purpose stated; 2) maintain proper accounting records for the expenditure of such monies; and, 3) provide any reports, including but not limited to audit reports, as may be required by the City or applicable law; City of Miami Page 1 of 2 File Id: 15-00078 (Version: 11 Printed On: 2/1/2018 File Number: 15-00078 Enactment Number: R-15-0059 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. A contribution to NANA Inc., for the "Save Our Sons Liberty Square Initiative," in an amount not to exceed $15,000.00, is authorized, with funds allocated from the Law Enforcement Trust Fund, Award No. 1019, Project No. 19-690002, Account Code No. 12500.191602.883000.0000, with such expenditures having been approved by the City's Chief of Police as complying with the provision: of the USDOJ Guide. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days form the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
