A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING THE HONORING
OF PABLO RAUL ALARCON WITH THE INSTALLATION OF A NAME PLAQUE
("STAR") ON THE CALLE OCHO WALK OF FAME NEAR THE INTERSECTION OF
SOUTHWEST 8TH STREET AND SOUTHWEST 15TH AVENUE, MIAMI, FLORIDA;
WHICH WILL CONSTITUTE A STAR OF THE RENOWN "STARS OF CALLE
OCHO WALK OF FAME CELEBRITY AND COMMUNITY RECOGNITION PLAQUES"
("HONOREES"), DIRECTING THE CITY MANAGER TO NEGOTIATE AND ENTER
INTO AN AGREEMENT WITH THE HONOREE'S REPRESENTATIVE, CALLE OCHO
CHAMBER OF COMMERCE, USA, A NOT -FOR -PROFIT CORPORATION, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE OF THE
INSTALLATION AND INDEMNFICIATION OF THE STAR FOR PABLO RAUL
ALARCON; FURTHER DIRECTING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A SEPARATE AGREEMENT WITH A NOT -FOR -PROFIT ORGANIZATION
RESPONSIBLE FOR THE MAINTENANCE AND REPAIR OF THE STARS ON THE
CALLE OCHO WALK OF FAME, AFTER INSTALLATION OF THE HONOREE'S
STAR, IN FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City Commission adopted Resolution No. 89-708, on July 27, 1989, which
approved, in principal, the inlaying of plaques in the sidewalk area along Southwest 8th Street,
between Southwest 12th Avenue and Southwest 17th Avenue, Miami, Florida, to honor international
artists, sports figures, and outstanding individuals of the Latin Community, with the implementation of
same being subject to the approval of the administration of the City of Miami ("City"); and
WHEREAS, the renown and commemorated Stars of Calle Ocho Walk of Fame and
Community Recognition Plaques ("Stars") are situated in the Little Havana area on Southwest 8th
Street, commonly known as "Calle Ocho," between SW 12th and SW 27th Avenue in the City; and
WHEREAS, the Stars serve as a tourist and community attraction, and recognize
entertainment professionals in the motion pictures, video, live theatre, radio, and the recording
business; and
WHEREAS, Pablo Raul Alacron is an individual who is eligible to receive the honor of being
commemorated with a Star; and
WHEREAS, the City Administration has issued permits for the installation of Stars honoring
certain individuals of the Latin Community, leading to their successful installation; and
WHEREAS, the Calle Ocho Chamber of Commerce, USA ("Chamber"), a not -for -profit
corporation, will be permanently installing a plaque honoring the late Pablo Raul Alarcon, founder of
the Spanish Broadcasting Systems, a premier Latin media broadcasting system; and
WHEREAS, the Chamber is prepared to now permanently install the Star for Pablo Raul

Alarcon while the City is in the process of finalizing its protocol and procedures for establishing a new
Stars of Calle Ocho Walk of Fame Celebrity and Community Recognition Advisory Committee, where
the installation and then the replacement, repair, and maintenance costs of the Stars will be defrayed
or assigned to the honoree and the not -for -profit community organization charged to take over the task
of maintaining the Stars, respectively, whenever possible and practicable; and
WHEREAS, the City is currently initiating and implementing a new process to oversee the
nomination and placement of new Stars, as well as the maintenance, relocation, and repair of existing
Stars;
WHEREAS, the City does not wish to further delay the recognition and placement of this Star,
as the request has been pending for recognition for some time,
WHEREAS, the City Commission gratefully accepts this gift of a Star and its installation from
the Chamber, on behalf of the City, and acknowledges the generosity of the Chamber in donating this
Star to the City; and,
WHEREAS, this Resolution is simply the acceptance and ratification of this one gift of a Star to
the City, and shall be inferior to and not be deemed to conflict with the "Stars of Calle Ocho Walk of
Celebrity and Community Recognition Advisory Committee" ordinance, agreements, or written
procedures; and
WHEREAS, the City Commission, in ratification of this action, directs the City
Manager to negotiate and enter into an Agreement with the Chamber, in the form acceptable to the
City Attorney, for the permanent installation and indemnification of the Star for Pablo Raul Alarcon;
and, in addition, to enter into a separate agreement with a not -for -profit community organization for the
maintenance of the Stars on the Calle Ocho Walk of Fame after installation;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. Pablo Raul Alarcon, founder of the Spanish Broadcasting Systems, is hereby
approved and confirmed as an Honoree with the installation of a name plaque on the Stars of Calle
Ocho Walk of Fame, near the intersection of Southwest 8th Street and Southwest 15th Avenue, Miami,
Florida. The installation (including plaque measurements and materials) and maintenance of this
commemorative plaque shall comply with the applicable laws, codes, and standards of the
Miami -Dade County and City of Miami Public Works Manual(s), as applicable.
Section 3. The City Manager is directed to negotiate and enter Into an agreement with Pablo
Raul Alarcon's representative, Calle Ocho Chamber of Commerce, USA, a not -for -profit corporation, in
the form acceptable to the City Attorney, for the installation and indemnification of the Star for Pablo
Raul Alarcon ("Agreement"); and additionally, the City Manager is directed to negotiate and enter into
a separate agreement with a not -for -profit community organization who will be responsible for the
maintenance and repair of the Stars on the Calle Ocho Walk of Fame (after installation of the
Honoree's Star); and further authorizing the City Manager to administratively execute said
maintenance and repair agreement, In a form acceptable to the City Attorney, for said purpose.

Section 4. Should the City fail to formalize said Agreement with the Chamber of Commerce,
USA, within ninety (90) days of the adoption of this Resolution, no further name plaques shall be
installed by the Chamber,
Section 5 This Resolution shall become effective immediately upon its adoption and signature
