A RESOLUTION OF THE MIAMI CITY COMMISSION REQUESTING THE FLORIDA
DEPARTMENT OF LAW ENFORCEMENT TO DISCONTINUE THE PRACTICE OF
PLACING COMPLETE SOCIAL SECURITY NUMBERS IN INVOICES SENT TO
MUNICIPALITIES REQUESTING BACKGROUND SEARCHES FOR THEIR FUTURE
EMPLOYEES; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS
RESOLUTION TO THE OFFICIALS STATED HEREIN.
WHEREAS, identity theft is a real issue within Florida and the rest of the nation; and
WHEREAS, social security information should be carefully guarded in order to avoid identity theft;
and
WHEREAS, state and local governments should ensure the ultimate care in not disseminating
such sensitive material; and
WHEREAS, a first step to protecting social security information from being released unnecessarily
would be for state and local governments to prohibit their use of complete social security numbers on
invoices;
WHEREAS, if social security numbers must be used as identifying information on invoices, then
the last four digits of the social security number should suffice;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The City Commission requests the Florida Department of Law Enforcement to
discontinue the practice of placing complete social security numbers in invoices sent to municipalities
requesting background searches for their future employees.
Section 3. The City Commission further directs the City Clerk to transmit a copy of this Resolution
to Commissioner Rick Swearingen, Florida Department of Law Enforcement.

Section 4. This Resolution shall become effective upon its adoption and signature of the Mayor.

Footnotes:
{1} This Resolution shall become effective as specified herein unless vetoed by the Mayor within ten
{10) days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission or upon the effective
date stated herein, whichever is later.
