October2005) Application for Funding Assistance Florida Department of Law Enforcement Justice Assistance Grant County -wide General Project Information Project Title: Subgrant Recipient: Implementing Agency: Project Start Date: Problem Identification SRO - TRUANCY REDUCTION PROJECT-MIAMI City of Miami City of Miami Police Department 10/1/2014 End Date: 9/30/2015 Miami -Dade County Public Schools is the fourth largest school district in the country. The Schools located in the City of Miami are is the largest amoung other municipalities in the County. These Schools have high annual rates for truancy among -youth ages-17- andyounger.--Only-two-schools in the City achieved a 97% attendance rate. None of the schools achieved 98% or higher in attendance. Students are faced with multiple environmental factors that increase their risk of delinquent behavior and academic underachievement, including the following: 1. The City of Miami has consistently been ranked among the poorest of the nation's large metropolitan areas. 28% of Miami's families live in poverty. 2. In 2013, 789 juveniles were arrested. 3. 18% of households are headed by females. 4. Almost a quarter of Miami -Dade public school students have limited English proficiency and more than one in ten have special education needs. 5. 19% of the population has attained Tess than a ninth grade education. 6. Almost one in five high school students miss 21 or more days of school, which is 18% compared to 16% of all high school students in the state. 7. Fighting affects one third of students, and student perception of gang activity in public high schools has become more favorable. The primary concern of Miami's School Resource Officers is truancy. During the regular school year, approximately 10 youth are picked up for skipping school in each of the three MPD Districts on a daily basis. However, the grant funds will help pay for the targeted sweeps that will be carried out. The sweeps typically gathers 20 to 30 youths during school hours. Truancy is one of the City's greatest concerns, involving youth who attend public middle and high schools. Contributing factors include lack of academic achievement, perceived limited job opportunities for the future, and low self-esteem. In addition, youth also demonstrate risk factors that include family history of problem behavior and family conflict, academic failure beginning in elementary school, lack of commitment to school, rebelliousness, friends who engage in problem behavior and favorable attitudes toward problem behavior. October 2005) Application for Funding Assistance Florida Department of Law Enforcement Justice Assistance Grant - County -wide Project Summary (Scope of Work) In the upcoming grant year FY 15, the grant funding will support the City of Miami School Resource Officer Detail to conduct truancy sweeps in targeted areas throughout the three MPD Districts. This would bring about a more intense group effort by involving not only the current two School Resource Officers, but also our other Community Affairs officers. In addition, the grant funding will help in the prevention and education classes provided by MDP School Resource Officers in all targeted schools, all truants will be required to participate in one of the two Team Building, Communication and Problem Solving Events which will take place during the grant funding period. These activities will provide enhanced lessons on trust, self-esteem, problem solving, and team building, which will include role-play, motivational speakers, and videos. SROs will also conduct prevention sessions with parents for the length of the grant funding. The grant funding will help SROs Assessments by conducting and determining the need for services for the youth and their families. Youth are frequently referred to alternative activities such as the Police Athletic League. The Grant funding will provide overtime for the SROs activities such as youth safety and awareness skills, such as teaching the Resisting Aggression Defensively Program (radKIDS) curriculum in 5 of the City's elementary schools. The radKIDS curriculum is structured to address self-defense and self-awareness in today's youth. In addition, it provides youth with healthy techniques on how to deal with aggression. All classes are typically held in approximately 8 hour sessions on the weekend. These classes may be held at City owned Parks, the City of Miami Police Department, or the schools depending availabity of space.
