BACKGROUND
The Stars of Calle Ocho Walk of Fame Celebrity and Community Recognition Plaques ("Stars")
are situated in Little Havana on Southwest 8th Street between 12t1' Avenue and 27th Avenue, in
Miami, Florida, commonly known as "Calle Ocho" and they serve as a tourist attraction, in
recognition of entertainment professionals in motion pictures, television, live theater, arts, radio
and recording.. Considering the same, these Stars need to be continually maintained and
preserved so as to remain in the most presentable condition possible. Occasionally, the local
community may also wish to add a Star commemorating an individual in the categories as stated
above and who has made a significant contribution to the community in South Florida.
Currently, the City plans to work with a not -for -profit organization for the placement,
replacement, repair, relocation, maintenance and upkeep of existing and future Stars and the
contiguous sidewalk area in order to defray and/or pass the costs to the nominee when possible.
The Kiwanis of Little Havana Foundation, Inc. ("Kiwanis"), a Florida not -for -profit corporation,
has requested permission to address these needs and provide these services for the City.
Furthermore, per the enclosed documents, the City is currently working on the establishment of
the Stars of Calle Ocho Walk of Fame Celebrity and Community Recognition Advisory
Committee and the creation of a process to assist with and oversee the nomination and
.placement, replacement, repair, relocation, maintenance and upkeep of existing and future Stars,
as well as the contiguous sidewalk area.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive
sealed bidding methods as not being practicable or advantageous to the City as set forth in the
City Code of Ordinances, as amended, specifically Section 18-85, and the affirmation of these
written findings and the forwarding of the same to the City Commission for ratification by a
four -fifths vote is respectfully requested.
