HomeMy WebLinkAboutAnalysis, Maps & PZAB ResoCity of Miami Planning and Zoning Department ANALYSIS FOR STREET CLOSURE REQUEST: Pursuant to Section 55-15 (c) of the Miami City Code, the applicant proposes the closing, vacating, abandoning and discontinuing for public use a street. PROJECT ADDRESS: A portion of a Cul-de-Sac, lying at the Intersection of Northeast 32nd Street and Northeast 7th Avenue. FILE ID: 14-01186sc APPLICANT: Iris Escarra, Esquire on behalf of Thirty First Street Property Owner, LLC. NET OFFICE: Wynwood/Edgewater COMMISSION DISTRICT: District 2 ZONING DESIGNATION: T6-36A-L HEARING DATE: December 17, 2014 FOLIO#: not applicable FINDINGS AND COMMENTS: 1. The portion of right-of-way to be closed and vacated is no longer used since the roadway does not "dead-end". The abutting property is vacant and the closure will eliminate an unused remnant of right-of-way where illegal dumping has occurred. This will allow a unified development of the property with continuous pedestrian sidewalk. 2. Emergency vehicles do not use the remnant of the cul-de-sac and, although available for use by the general public, the current configuration is an indirect route for pedestrian traffic. 3. There would be no adverse effect on the ability to provide emergency and/or service vehicles access to the adjacent property or the neighborhood. 4. Additional right-of-way is being dedicated by the One Paraiso Tentative Plat along Northeast 32nd Street and Northeast 7th Avenue that will accommodate a standard street cross section, including sidewalks and standard width of the vehicular travel lanes. The closure of the remnant right-of-way will permit a uniform, concentric street cross section to be developed at the intersection of Northeast 32nd Street and Northeast 7th Avenue. 5. The Plat and Street Committee members voted to recommend six (6) in favor and zero (0) in denial of this street closure request. The cul-de-sac closure is consistent with the goals, objectives and policies of the Miami Comprehensive Neighborhood Plan (MCNP). The cul-de-sac closure will promote and facilitate cohesive development, and revitalization of the lots that it abuts. Based on the above findings, the Planning and Zoning Department recommends Approval of the request.
