Purpose of Item: To authorize the City Manager to execute Amendment No. 1 to the Construction Contract with JVA Engineering, Inc., for the Garden Storm Sewers — Phase I Improvements Project, B-30183; which increases the total award amount by $150,000.00, for a total not to exceed award amount of $1,004,346.35. The additional work was necessary due the unforeseen conditions found in the field. Background Information: Nine (9) bids were received by the Office of the City Clerk on July 29, 2013, pursuant to formal Invitation for Bids No. 12-13-053, for the Garden Storm Sewers —Phase I Improvements Project, B-30183. The City Commission approved award of a contract to JVA Engineering, Inc., the lowest responsive and responsible bidder, for The Garden Storm Sewers, Phase -I project, B-30183, in the amount of $776,678.50, plus an additional owner contingency of $77,667.85, for a total not to exceed award amount of $854,346.35, pursuant to Resolution No. 13-0316. During the construction, JVA Engineering, Inc., under the supervision of Capital Improvements and Transportation Program and our outside construction engineering and inspection consultant, encountered numerous unforeseen field conditions. Various utility/drainage conflicts and unsuitable soil material was found during the excavation and installation of the new drainage system being proposed for this project. Field changes to the drainage structures and pipes were approved and the unsuitable soil material was removed and replaced with limerock fill. Capital Improvements and Transportation Program authorized the work to continue and monitored the .quantities accordingly. This Amendment No. 1 increases the overall award amount by $150,000.00, for a total not to exceed award amount of $1,004,346.35.
