Recommendation for Payment
A&P Consulting Transportation Engineers has been retained by the City of Miami to provide CEI services
under Contract # 11-863 for its Storm Garden Sewer Project (Project # B-30183). This project was awarded to
JVA Engineering Contractor as low responsible bidder in the amount of $776,678.50. Due to unforeseen
conditions and a difference in installed quantities, the contractor submitted Change Order # 1 in the amount of
$xxx,xxx.xx. We concur with this amount after reviewing unit prices and performing field measurements.
Findings
Change Order Item # 1, Item # 2, Item # 3 and Item # 4: Mud Plug Existing Drainage Pipe, Seal Existing
Opening on Drainage Structure, Core and Drill Drainage Structure and 8" Diameter Solid DIP.
It was necessary to perform these four additional tasks due to existing underground utilities conflicts. In many
instances, it was not possible to install drainage as per plans due to these conflicts. There were numerous FPL
and AT&T ductbanks running north -south and east -west mainly along 37th Street, 38th Street, and 25th Avenue.
Change Order Item # 7: New Concrete C.B. Type D-1.
There were two reasons why new structures were added. First of all, after the project was bid, new structures
were added due to Public Works review comments. Second, D-1 structures were used where there was conflict
with existing underground utilities since these are smaller and shallower structures.
Change Order Item # 12and Item # 13: New Embankment Material and Dispose Unsuitable Material.
When excavating to install drainage, it was evident that unsuitable material was present at numerous locations;
such material had to be removed and replaced with suitable material. Furthermore, NW 37th1 Street from 25th
Avenue to 27th Avenue was also found to contain from 12" to 24" of unsuitable material. This area was also
demucked and suitable sub -base and base material was placed and compacted to required standards.

Change Order Item # 10: 4" Concrete Sidewalk.
Additional concrete sidewalk was replaced due to tripping hazard conditions at numerous locations. Even
though plans called for sidewalk replacement at some locations, it did not call for replacing all damaged
sidewalk. Due to budget constraints, damaged sidewalk couldn't be replaced in its entirety. Most critical areas
were targeted when deciding which areas were to be replaced.
Change Order Item # 11: Curb and Gutter Steel Reinforcing.
Plans did not call for steel reinforcing in curb and gutters. However, steel reinforcing is required as per City of
Miami Standards.

Cost Comparison
Quantities Measured/Calculated
Item 1 — Existing drainage pipe connecting to Structure S-2A from the north was plugged (NW 38th Street). For
unit cost, refer to Appendix 1: Florida Department of Transportation, Item Average Unit Cost from 2013/06/01
to 2014/05/31.
Item 2 — Structures S-2A, S-5, S-6, S-9A, S-11A, and S-12A had to have the opening on the north sealed since
all connections coming from the north on NW 38th Street were eliminated (utilities on the north side of NW 38th
Street belong to Miami -Dade County). For unit cost, refer to Appendix 2: JVA Engineering Contractor Break
Down.
Item 3 — Due there were numerous FPL and AT&T ductbanks running north -south and east -west mainly along
37th Street, 38th Street, and 25th Avenue; connections had to be modified and smaller and shallower structures
(D-1) had to be installed in some instances. Therefore, new holes had to be core -drilled to the following
receiving structures: S-9A, S-11A, S-12A, S-13, S-39, S-41, and S-54A. For unit cost, refer to Appendix 3:
JVA Engineering Contractor Break Down.
Item 4 — Since some connections described on Item 3 were shallow, 188 LF of 8-inch solid DIP had to be used.
A set of two pipes were used at each connection (36 LF for S-9, 36 LF for S-11, 36 LF for S-12, 40 LF for S-
40, and 40 LF for S-41).
Item 5 — These structures (S-3, S-7A, S-10, S-14, S-20A, and S-22) were not installed because some of them
were going to be in the north side of NW 38th Street whose drainage belongs to Miami -Dade County and others
due to underground utility conflicts. The unit cost of these structures averages at $2,600.00 as per contract's
schedule of values. Contractor provided a credit of $600.00 per structure for labor and equipment.

Item 7 — Due to conflicts discussed in Item 3, structures D-1 had to be installed instead of the ones originally
designed at S-9, S-11, S-12, and S13A. The negotiated price was $1,800.00 per structure.
Item 8 — New structures that were added after project was bid (S-16, S-54, S-55, and S-14), unit price as per
contract's schedule of value.

Item 10 — We field -measured a total of 1,105 SY of installed 4-inch sidewalk and 673 SY of installed 6-inch
sidewalk/driveway. Item No. 12 in contractor's payment requisition has 955 SY of 6-inch sidewalk at a cost of
$36.00/SY for a total of $34,380.00. However, since only 673 SY were installed, there is a credit of $10,152.00
(282 SY times $36.00/SY). The negotiated price per SY of 4-inch sidewalk was $34.00. Therefore, the cost of
the 1,105 SY is $39,780.00 minus the credit the change order amount should be $29,628.00. Contractor
submitted a change order in the amount of $27,404.00.
Item 11 — We field measured 1,270 LF of curb and gutter that was reinforced with two # 4 rebars.
Item 12 — 3,907 CY of unsuitable material had to be removed and the same volume of suitable material had to
be delivered, placed and compacted. See Table # X for volume calculation.
