At the November 20th City Commission meeting, the following directives were made, in respect
to the implementation of the final report submitted by Civilian Investigative Panel's Independent
Review Committee (CIP-IRC).
City Attorney to
o determine which recommendations to be addressed by the Charter Review process
o determine which recommendations should come before the Commission as proposed
ordinances for consideration
In general, the Administration has determined that no fiscal impact is anticipated, as of this time,
in the implementation of the CIP-IRC report.
The offices of the CIP will continue to remain at its present location. Further, the Executive
Director of the CIP has stated that no budgetary impact is anticipated. The Chief of Police has
stated that MPD already has an assigned liaison to the CIP.
Attached are the responses from the Chief of Police and the Executive Director of the CIP. The
City Attorney's Office will be providing additional comments.

Number 6 is no issue, we already have a liaison. All we need to do is formalize it with a letter to CIP.
Number 7 may be of concern as there is no due process to get the notifications removed from the file. As a curse of
business do not place documents from external sources into the Personnel file or Internal Affairs files of our officers. We
cannot discipline anyone for volunteering to attend. CIP has always had an option to subpoena the officer of go to court
to acquire a "Rule to Show Cause" against the officer. As this is more than not a labor issue, I would humbly refer this
item to the Law and Human Resources Departments for their input.

report.
City Attorney to

City Manager to determine financial impact of recommendations.
It appears that the Recommendation #6 and #7 (pages 11 & 12) of the CIP-IRC report applies to MPD. Please advise what
steps and departmental processes need to be implemented by your office, as a consequence of the report as well as the
anticipated budgetary impact, if any.

A report is due to the City Commission during its second meeting in January 2015.
