HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14-01250 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AMENDING THE CITY OF MIAMI FISCAL YEAR 2014-2015 MULTI -YEAR CAPITAL PLAN ADOPTED SEPTEMBER 9, 2014 PURSUANT TO RESOLUTION NO. 14-0322, AS SUBSEQUENTLY AMENDED ("PLAN"), ADDING CAPITAL IMPROVEMENTS PROJECTS ("PROJECTS") AND APPROPRIATIONS TO THOSE PREVIOUSLY LISTED IN THE PLAN, AND REVISING AND AMENDING CURRENT APPROPRIATIONS AMONG NEW AND PREVIOUSLY APPROVED PROJECTS; FURTHER APPROPRIATING FUNDING FOR THE ADDED PROJECTS, ALL AS INDICATED IN CONSOLIDATED EXHIBIT A, ATTACHED AND INCORPORATED; RATIFYING, APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS BY THE CITY MANAGER AND DESIGNATED CITY DEPARTMENTS IN ORDER TO UPDATE THE RELEVANT FINANCIAL CONTROLS AND COMPUTER SYSTEMS IN CONNECTION THEREWITH. WHEREAS, on September 9, 2014, the City Commission has previously adopted the City of Miami ("City") Fiscal Year 2014-2015 Multi -Year Capital Plan pursuant to Resolution No. 14-0322, as subsequently amended by Resolution Nos. 14-0373, 14-0373, and 14-0383, all adopted September 29, 2014, and by Resolution No. 14-0445, adopted November 20-2014 (collectively, the "Plan"); and WHEREAS, it is now in the best interests of the City to include in the Plan additional municipal capital improvement projects as set forth below and to select, revise and update certain previous appropriations to be reallocated within the City's Capital Funds for the Plan; and WHEREAS, the previous appropriations remain authorized to continue previously approved municipal capital improvements projects and with the new additional municipal capital improvements projects set forth below are collectively hereinafter referred to as the "Projects", all a set forth on Composite Exhibit A, attached and incorporated; and WHEREAS, a new appropriation of grants from the Florida Inland Navigation District are being established in the total amount of $27,500.00, to fund various Projects; and WHEREAS, a new appropriation of a grant from Miami Parking Authority is being established in the amount of $200,000.00, to fund Peacock Park Site Improvements Project, 40-B75883; and WHEREAS, a new appropriation of grants from Miami -Dade County are being established in the total amount of $5,952,661.00, to fund various Projects; and WHEREAS, a new appropriation of a grant from the Florida Department of State is being established in the amount of $1,000,000.00, to fund the MP511 Munroe Marine Stadium Restoration Project, 40-B70041; and WHEREAS, a new appropriation of a grant from the Metropolitan Planning Organization is being established in the amount of $40,000.00, to fund the Little Havana Bicycle/Pedestrian Mobility City of Miami Page 1 of 3 File Id: 14-01250 (Version: 1) Printed On: 12/24/2014 File Number: 14-01250 Plan Project, 40-B30645G; and WHEREAS, a new appropriation of revenue from Nicholson Construction is being established in the amount of $50,000.00, to fund the Virginia Key Kayak Launch-D2 Project, 40-B40584; and WHEREAS, in order to implement the Plan and the City's Fiscal Year 2014-2015 Final Budget requirements authorized pursuant to Resolution No. 14-0362, adopted September 23, 2014, as subsequently amended from time to time ("Budget"), the City Manager and certain designated City Departments continue to take necessary actions to update the City's relevant financial controls and computer systems; and WHEREAS, it is now necessary to approve appropriations for new sources of revenues for Fiscal Year 2015 and add to prior year appropriations in Capital Funds based on the following format: Fund 30000 Fund 31000 Fund 32000 Fund 33000 Fund 34000 Fund 35000 Fund 36000 Fund 37000 Fund 38000 Fund 39000 Fund 39900 Fund 98004 Community Redevelopment Area General Government Public Safety Disaster Recovery Public Facilities Parks & Recreation Streets & Sidewalks Sanitary Sewers Storm Sewers Solid Waste Mass Transit ARRA Others - Memo Only; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City's Fiscal Year 2014-2015 Multi -Year Capital Plan adopted September 9, 2014 pursuant to Resolution No. 14-0322, as subsequently amended ("Plan"), is amended to add Projects and to add and revise new and current appropriations among new and previously approved Projects as set forth in Consolidated Exhibit A, attached and incorporated. Section 3. The herein appropriations are hereby made for the implementation of municipal capital improvements Projects of the City for the Fiscal Year ending September 30, 2015. Descriptive fund numbers and project balances, when included, are shown for informational purposes only. Section 4. Certain necessary actions by the City Manager and designated City Departments in order to update the relevant financial controls and computer systems in connection with the Plan and the Budget to implement the Projects are ratified, approved and confirmed. Section 5. This Resolution shall become effective immediately upon its adoption and signature by the Mayor.{1} APPROVED AS TO FORM AND CORRECTNESS: VICTORIA MENDEZ CITY ATTORNEY Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, It shall become effective immediately upon override of the veto by the City Commission.
