The Kinloch Park recreational center provides and accommodates summer and winter camps, after school and senior programs. In order to provide for the safety of children and seniors, it is necessary to secure and monitor vehicular parking. The restriction will also address neighborhood concerns about unauthorized after hour vehicular access and parking within the park. The City Administration recommends that vehicular access to the west end of NW 4 Terrace be prohibited by the installation of a gate across the street right-of-way at its east entrance into Kinloch Park located approximately 230 feet west of its intersection with NW 45 Avenue. The location of the proposed gate is beyond the westerly most private driveway entrance and will not affect access to adjacent private properties. The gate shall be controlled by the City of Miami Parks and Recreation Depat Liuent and operated in conformance with park operational hours. As directed by Miami City Code Section 54-16, this department is soliciting comments and recommendations concerning this restriction from the Police, Fire — Rescue and Solid Waste Departments for presentation to the City Commission at their December 11, 2014 meeting.
