A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE
CITY OF MIAMI'S ("CITY") FIVE (5) YEAR PUBLIC HOUSING AGENCY ("PHA") PLAN FOR FISCAL
YEAR 2015-2019, AND THE ADMINISTRATIVE PLAN IN CONNECTION WITH THE
IMPLEMENTATION AND ADMINISTRATION OF THE CITY'S SECTION 8 HOUSING CHOICE
VOUCHER AND MODERATE REHABILITATION PROGRAMS; AUTHORIZING THE CITY
MANAGER TO SUBMIT THE FIVE (5) YEAR PHA PLAN, ATTACHED AND INCORPORATED, FOR
REVIEW AND APPROVAL BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT ("U.S. HUD") FOR THE CITY'S CONTINUED PARTICIPATION IN SAID
PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS
AND CERTIFICATIONS REQUIRED, FOR SUBMISSION OF THE CITY'S PHA PLAN TO U.S. HUD.

Background Information:
Effective October 1, 1999, Section 8 of the United States Housing Act of 1937 was amended by the
Quality Housing and Work Responsibility Act of 1998, requiring public housing agencies to develop
an annual Public Housing Agency ("PHA") plan.
The City of Miami ("City") has been designated as the PHA to administer the Section 8 Housing
Choice Voucher and Moderate Rehabilitation Programs.
Submission of a five (5) year PHA plan and the administrative plan to the United States Department
of Housing and Urban Development ("U.S. HUD") is required to ensure the City's continued
participation in the Section 8 Housing Choice Voucher and Moderate Rehabilitation Programs.
The Administration recommends approving the City's five (5) year PHA plan and the administrative
plan for Fiscal Year 2015-2019, in connection with the implementation and administration of the
City's Section 8 Housing Choice Voucher and Moderate Rehabilitation Programs.
The Administration also recommends submitting the five (5) year PHA Plan and administrative plan,
attached and incorporated, for review and approval by U.S. HUD for the City's continued participation
in said program.
