before the deadline and under budget. It was released at a White House ceremony by the presidentially
appointed National Museum of the American .Latino Commission,

We, have over 399,000 supporters between our Facebook and Twitter followers and our email list serve.
We have. more Facebook. fans (150K) than any other existing Smithsonian museum
Our Honorary Board is co-chaired. by Eva Lo.n.goria and Emilio Estefa.n and consists of 50 bipartisan
Members of Congress.
The Future of America Needs to Ilave a Complete History:
• By its own athnission (the Neglect report) the Smithsonian .Institution has drastically
underrepresented the contributions of American Latinos in its collections. A.dditionally, less than 2% dal(
Natiorial. Monuments and National Historic Sites are dedicated to communities of color.
A Smithsonian American Latino Museum is needed to address this exclusion of the .American .Latino story
in our national institutions because the Latino story is the story of America..
• This museum will provide future American generation.s, and American .Latinos in particular, a place to learn
about their own history, its link to other .American cultures, and provide a complete retelling of the
American story. For example:
o American Latinos have fought in every American war dating back to before the _Revolutionary War.
o 1The oldest capital city in the U.S. today is actually Santa Fe, New Mexico- a Spanish settlement.
o Before Brown v Board of Educcaion there was Alendez v Westminster- this case regarding MexicanAnterican segregation. in. California was the .precedent for the landmark Supreme Court case,
Legislative Background and Location on the National Mall
The Commission discovered a great urgency among Americans for a RIUSCUITI of this kind, and it
recommended that this museum be located on the National Mall in 'Washington, P.C. and be part of the
Smithsonian Institution.
o The National Mall is America's front yard, and it is where the other landmark Smithsonian
Museums like the National Museum of the American Indian. and the ftiture National Museum of
African American...History and Culture currently are, so it is where we :belong.
o Location on the National Mall is integral to ensuring the American Latino story receives the
visibility it deserves and illuminates. the American story for national and international visitors of all
backgrounds,
o Like all Smithsonians before it, this museum vi11 utilize public funds, but not without significant
private investment which is proposed to be 50% of the construction costs.
On March 14, 2013 the bipartisan Smithsonian American Latino Museum Act (HR 1.217/ S568) was
reintroduced in the Senate by Senators Menendez, Reid, and Rubio an.d Representatives Beeerra and .Ros-
L,ehtinen in the House, The bill has :15 bipartisan cosponsors in the .House and .14 in the Senate.
o 'Ile bill has no Cost reference --it designates the Arts and Industries :Building on the National Mall
as the future home oldie museum.
o Once the inuseum is authorized through legislation, the capital campaign for the museum may
begin since donations. and pledges from donors will be tax deductible pursuant to 'MC,
501(0(3), The Smithsonian American Latino Museum Act creates a fundraising and construction
model, so supporters will know exactly how much :money will be needed to create the museum.

To establish within the Smithsonian Institution the Smithso-
nian American Latino Museum, and for other purposes.
1 Be it enacted by the Senate and House of Representa-
2 tines of the United States of America in Congress assembled,
3 SECTION 1, SHORT TITLE,
4 This Act may be cited as the "Smithsonian American
5 Latino Museum Act".

1 SEC. 2, ESTABLISHMENT OF MUSEUM.
2 There is established within the Smithsonian Institu-
3 tion a museum to be known as the "Smithsonian Amer-
4 ican Latino Museum".
5 SEC. S. LOCATION AND AUTHORIZATION.
6 (a) ART AND INDUSTRIES BUILDING. —The Arts
7 and Industries Building of the Smithsonian Institution, lo-
8 cated on the National Mall at 900 Jefferson Drive, South-
9 west, Washington, District of Columbia, including a new
10 underground annex facility, is designated as the location
11 of the Smithsonian American Latino Museum,
12 (b) PLANNING AND CONSTRUCTION. —The Board of
13 Regents of the Smithsonian Institution, in consultation
14 with the Secretary of the Interior, the Commission of Fine
15 Arts, and the National Capital Planning Commission, and
16 with other appropriate Federal and local agencies, is au-
17 thorized to prepare plans, design, renovate, rehabilitate,
18 and construct the Smithsonian American Latino Museum
19 facility, as referred to in the May 2011 Report to Congress
20 of the Commission to Study the Potential Creation of a
21 National Museum of the American Latino.
22 (C) SCHEDULE AND FUND:CNG.-
23 (1) IN GENERAL. —The Board of Regents is au-
24 thorized to prepare a plan of action for the Smithso-
25 nian American Latino Museum, and to identify and

1 evaluate viable funding models for both. construction
2 and operation of the Museum.
3 (2) TIMING, —The plan of action authorized in
4 paragraph (1) shall be concluded not later than 18
5 months after the date of enactment of this Act,
6 SEC. 4. AGREEMENT WITH SECRETARY OF THE INTERIOR.
7 The Secretary of the Interior and the Board of Re-
8 gents of the Smithsonian Institution shall enter into an
9 agreement that-
10 (1) allows for the planning, design, and con-
11 stvuction of the underground. annex facility by the
12 Board of Regents, in a manner harmonious with and
13 to protect the open space and visual sightlines of the
14 Mall; and
15 (2) provides a timeline for the transfer of acl-
16 ministrative jurisdiction, if necessary, of the appro-
17 priate subsurface area from the Secretary of the In-
18 terior to the Smithsonian Institution,
19 SEC, 5. CONSIDERATION OF RECOMMENDATIONS OF COM-
20 MISSION.
21 In carrying out its duties under this Act, the Board
22 of Regents of the .Smithsonian Institution shall take into
23 consideration the reports and plans submitted by the Com-
24 mission to Study the Potential Creation of a National Mu-
25 scora of the American Latino under section 333 of the
