A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPTA GRANT IN THE TOTAL NOT
TO EXCEED AMOUNT OF $166,500.00 ("GRANT") FROM THE NATIONAL
RESOURCE NETWORK ("NETWORK"), AN INITIATIVE OF THE FEDERAL
GOVERNMENT'S "STRONG CITIES, STRONG COMMUNITIES" INITIATIVE
("INITIATIVE"), ESTABLISHED PURSUANT TO AN EXECUTIVE ORDER SIGNED
BY PRESIDENT BARACK OBAMA ON MARCH 12, 2012, FOR THE PURPOSES OF
PROVIDING DIRECTASSISTANCE TO THE CITY OF MIAMI ("CITY"), BY
IDENTIFYING AND IMPLEMENTING NEW SOLUTIONS TO FACILITATE
ECONOMIC RECOVERYAND GROWTH WITHIN THE CITY; ESTABLISHING A
NEW SPECIAL REVENUE PROJECT ENTITILED: "STRONG CITIES, STRONG
COMMUNITIES INITIATIVE 2014-2015," TO ACCEPT THE GRANT AND
APPROPRIATING GRANT FUNDING IN THE AMOUNT OF $166,500.00 AND THE
CITY'S TWENTY-FIVE (25%) PERCENT REQUIRED MATCH IN THE TOTAL NOT
TO EXCEED AMOUNT OF $55,500.00; FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE A MEMORANDUM OF
UNDERSTANDING ("MOU") WITH THE NETWORK, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, AND TO NEGOTIATE AND EXECUTE ALL OTHER
NECESSARYAMENDMENTS, EXTENSIONS, RENEWALS, AND MODIFICATIONS
TO THE MOU, AFTER CONSULTATION WITH THE CITY ATTORNEY, TO
IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT
AWARD FOR SAID INITIATIVE PURPOSES.
WHEREAS, the National Resource Network ("Network") is a core component of President Barack
Obama's "Strong Cities, Strong Communities" Initiative ("Initiative") which, utilizing funding from the
United States Department of Housing and Urban Development ("HUD"), is helping cities
comprehensively tackle their most pressing challenges, by providing them with customized tools and
advice to strengthen their economic competitiveness; and
WHEREAS, in May 2013, HUD selected a consortium of leading experts and practitioners in the
public and private sectors to develop the Network, tasked with the responsibility of assessing the
needs of the country's most economically challenged cities, and to identify and implement solutions to
facilitate their economic recovery and growth; and
WHEREAS, the City of Miami ("City") was selected as one of the cities to receive direct assistance
from the Network; and
WHEREAS, in April 2014, the Network met with senior leaders of the City to collect and review
budgetary, operational, economic, and other related data, to better understand and assess priority
challenges and opportunities; and
WHEREAS, the Network prepared an Assessment Report dated October 9, 2014, attached and
incorporated ("Assessment Report"), with a summary of its findings and recommendations for

technical assistance valued at $222,000.00, to be received by the City through a grant to the City in an
amount not to exceed $166.500.00 ("Grant") and a City match for the Grant in an amount not to
exceed $55,500.00, to develop a neighborhood revitalization strategy and action plan; and
WHEREAS, the City Commission deems it advisable and in the best interest of the City (1) to
accept the Grant funding from the Network and to appropriate the Grant and the City's match, in order
to effectuate the recommendations as stated in the attached Assessment Report, and (2) to authorize
the City Manager to negotiate and execute, in a form acceptable to the City Attorney, a Memorandum
of Understanding ("MOU") with the Network, and to further authorize the City Manager to negotiate
and execute all other necessary amendments, extensions, renewals, and modifications to the MOU, in
consultation with the City Attorney, in order to implement the acceptance of and compliance with the
Grant for said purposes;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized{1} to accept the Grant in the total not to exceed amount
of $166,500.00 from the Network for the Initiative.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: "Strong Cities, Strong Communities Initiative 2014-2015"
RESOURCES: Initiative Grant $166,500.00
City of Miami's Match 55,500.00
APPROPRIATIONS: $222,000.00
Section 4. The City Manager is further authorized{1} to negotiate and execute an MOU with the
Network, in a form acceptable to the City Attorney, and to negotiate and execute all other necessary
amendments, extensions, renewals, and modifications to the MOU, after consultation with the City
Attorney, to implement the acceptance of and compliance with the Grant award for said Initiative
purposes.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City
