A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING FOURTEEN (14)
SCHOLARSHIPS TO ATTEND AN EDUCATIONAL INSTITUTION OR TO OBTAIN A
COMMERCIAL DRIVER'S LICENSE, IN AN AMOUNT NOT TO EXCEED $3,000.00
PER SCHOLARSHIP, FOR THE FOLLOWING ELIGIBLE APPLICANTS: LANCE
MCCOY, MARCUS SANDS, WILLIAM SOSA, VICKSON CARVIL, JONATHON
DUARTE, MARCHAE GLENN, SI DNESHA HOLLAND, DIANA JULES, KHALIL
LEWIS, ANNA MCKNIGHT, ROBERT MUNGIN, ANGELO PERRY, SHERICA SMITH,
AND HEDRICK TOUSSAINT; AUTHORIZING THE CITY MANAGER OR DESIGNEE
TO DISBURSE THE SCHOLARSHIPS, UPON DISCRETION, WITH THE
PRESENTATION OF SATISFACTORY DOCUMENTATION FROM THE
EDUCATIONAL INSTITUTIONS OR VOCATIONAL PROGRAMS; FURTHER
AUTHORIZING THE EXECUTION OF ALL DOCUMENTS NECESSARY FOR SAID
PURPOSE, IN A FORM ACCEPTABLE TO THE CITY MANAGER OR DESIGNEE
AND CITY ATTORNEY; ALLOCATING FUNDS FROM THE SPECIAL REVENUE
FUND ENTITLED, "SOLID WASTE RECYCLING EDUCATIONAL TRUST FUND,"
ACCOUNT CODE NO. 13100,212000.549000,0000,00000.
WHEREAS, pursuant to Ordinance No. 10654, adopted October 12, 1989,.the City
Commission established an educational trust fund, as codified in Section 22-15 of the Code of the City
of Miami, Florida, as amended ("City Code"), entitled "Educational trust fund established from recycling
program for scholarships to children of certain city employees, conditions for implementation"; and
WHEREAS, pursuant to this educational trust fund having been established from certain
monies received by the City of Miami ("City") from the recycling program upon the accumulation of
interest from the recycling program funds, as prescribed by Section 22-15 of the City Code, a
scholarship award may be made for a not to exceed amount of $3,000.00 annually, to eligible,
qualified employees of the City Department of Solid Waste ("Department"), or the children or legal
dependents of said employees, based upon a recommendation from the Department Director, which is
based on the applicable criteria in the ordinance or documents promulgated therein; and
WHEREAS, pursuant to Ordinance No. 13330, adopted July 26, 2012, the City Commission
approved and further amended Section 22-15, to pay up to fifteen (15) scholarships to educational
institutions for Department employees to attend educational programs, or for commercial driver's
license certification; in addition to fifteen (15) scholarships to college level educational institutions for
the children or legal dependents of Department employees; for an award amount not to exceed
$3,000,00 annually; and
WHEREAS, Lance McCoy, Marcus Sands, William Sosa, Vickson Carvil, Jonathon Duarte,
Marchae Glenn, Sidnesha Holland, Diana Jules, Khalil Lewis, Anna McKnight, Robert Mungin, Angelo
Perry, Sherica Smith, and Hedrick Toussaint, are recommended by the Department Director, and by
the Solid Waste Recycling Educational Scholarship Selection Committee ("Selection Committee"), as
eligible recipients of these scholarship funds; and

WHEREAS, pursuant to Section 22-15 of the City Code, a total of thirty (30) annual
scholarships are able to be awarded for an amount not to exceed $3,000.00 annually each; and
WHEREAS, the Department Director and the Selection Committee recommend the award of
fourteen (14) scholarships to nine (9) children or legal dependents of Department employees to attend
a college level educational institution, and five (5) to Department employees to attend an educational
program or obtain a commercial driver's license certification, for a total amount not to exceed
$37,500.00;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. The recitals and firidings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2, Fourteen (14) scholarships, for a total amount not to exceed $37,500.00, are
approved, as the amount for the current Solid Waste Recycling Program Scholarship for the
2014-2015 Fiscal Year, for each of the following:
A. Lance McCoy, $1,500.00
B. Marcus Sands, $1,500.00
C. William S'osa, $1,500.00
D. Vickson Carvil, $3,000.00
E. Jonathon Duarte, $3,000.00
F. Marchae Glenn, $3,000.00
G. Sidnesha Holland, $3,000.00
H. Diana Jules, $3,000.00
I. Khalil Lewis, $3,000.00
J. Anna McKnight, $3,000.00
K. Robert Mungin, $3,000.00
L. Angelo Perry, $3,000.00
M, Sherica Smith, $3,000.00
N. Hedrick Toussaint, $3,000.00
Section 3. The recommendations of the Department Director and the work of the Selection
Committee are acknowledged.
Section 4. The City Manager or designee is authorized {1} to disburse each of these fourteen
(14) scholarships, upon discretion, with the presentation of satisfactory documentation from the
educational institution or vocational program.
Section 5. The City Manager or designee is authorized {1} to execute all documents necessary
for said purpose, In a form acceptable to the City Manager or designee, and the City Attorney.
Section 6. Funds for said scholarships are to be allocated from Special Revenue Fund entitled
"Solid Waste Recycling Educational Trust Fund," Account Code No,
13100.212000,549000.0000.00000.
Section 7. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of the ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
