A Resolution establishing a new Special Revenue Project entitled: "Pedestrian and Bicycle Safety Enforcement Campaign," authorizing the City Manager to execute a Letter of Agreement and Contract, in substantially the attached form, with the University of South Florida for reimbursing the City of Miami for overtime expenses, in an amount not to exceed $73,699.20; further authorizing the City Manager to designate the Chief of Police to execute any other necessary documents in order to implement the acceptance of said reimbursement of funds. Director Chief City Managed ' raniS to fu N/A Page 1 of 2 Background Information: The intent of this contract is to utilize law enforcement support to enhance a comprehensive safety campaign that will educate pedestrians, bicyclists, and motorists of safe behaviors within high priority intersections within the City of Miami. The Traffic Enforcement Unit will be responsible for these enforcement activities; however, patrol uniform officers will also be scheduled to assist when the traffic enforcement unit officers are not available. Education and enforcement activities may include warnings and/or citations to pedestrians, bicyclists, and motorists in accordance with Florida Statutes. Enforcement officers will distribute safety educational materials, such as reflective items and printed materials prior to issuing citations. According to the University of South Florida, this campaign is a component of Florida's Bicycle/Pedestrian Focused Initiative Communication & High Visibility Enforcement Implementation under the direction of Florida Department of Transportation (FDOT) and the University. FDOT will provide the City of Miami copies of the required training materials, a copy of Florida's Pedestrian and Bicycle Strategic Safety Plan, and educational materials to support the efforts.
