HomeMy WebLinkAboutR-14-0451City of Miami Legislation Resolution: R-14-0451 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14-01179 Final Action Date: 11/20/2014 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACKNOWLEDGING THE MIMO BISCYANE PLAN, FROM NORTHEAST 61 ST STREET NORTH TO NORTHEAST 78TH STREET, MIAMI, FLORIDA, AND ENDORSING THE FOLLOWING RECOMMENDATIONS AS STATED HEREIN; FURTHER MAKING IT A STATE LEGISLATIVE PRIORITY FOR THE CITY OF MIAMI DURING THE 2015 LEGISLATIVE SESSION; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS AS STATED HEREIN. WHEREAS, the MiMo Biscayne Historic District ("Historic District") seeks a change to the current design of the streetscape per the Miami 21 Code, as the current design and use of this stretch of Biscayne Boulevard has encouraged high-speed transient vehicular traffic, and disconnects the residential district from the commercial district by reducing walkability and tree canopy; and WHEREAS, the MiMo Plan ("Plan") has been developed to create a "Main Street" sense of place in this Historic District, as the Plan considers a combination of best -in -class street design elements, utilizing a block by block approach; and WHEREAS, the MiMo Biscayne Boulevard Association ("Association") recommends the addition of medians, both raised landscaped and/or pavered, which may involve eliminating the center turn lane in some sections; and WHEREAS, the Association recommends the inclusion of on -street parking on blocks with wider right-of-ways; and WHEREAS, the Association recommends the addition of pedestrian crosswalks at each street intersection, while including streetscape furnishings; and WHEREAS, the Association has included outreach and correspondence from surrounding neighborhoods, which were involved in the development of the Plan, which improves the Historic District by using new urban design principals consistent with the Miami 21 Code and the Florida Department of Transportation ("FDOT") "Green book" Manual; and WHEREAS, the City Commission, after careful consideration of this matter, deems it advisable and in the best interest of the general welfare of the City of Miami ("City") and its residents to incorporate the recommendations stated herein; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. The City Commission acknowledges the Plan from Northeast 61 st Street North to Northeast 78th Street, Miami, Florida, and endorses the recommendations as stated in said attached plan. Section 3. The City Commission also requests that FDOT support the efforts as stated in said attached plan. Section 4. This Resolution shall be included in the City's State Legislative Priorities for the 2015 Legislative session. Section 5. The City Clerk is directed to transmit a copy of this Resolution to FDOT District Six (6) Secretary, Gus Pego. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
