BISCAYNE BOULEVARD R.O.W. ALTERNATIVES This document was prepared for the MiMo Biscayne Association. Its purpose is to facilitate preliminary ideas and thoughts to the streetscape as it relates to the various right-of-way widths for Biscayne Boulevard within the Historic MiMo District. These drawings are intended to guide the conversations with City and community leaders, local businesses, residents, and the Florida Department of Transportation. It is strongly believed that the current streetscape of Biscayne Boulevard within the historic district is in extremely poor conditions regarding its design, charac- ter and maintenance. It fails to promote a pedestrian -friendly environment and the options of mobility are leaning heavily in favor of private automobile use and ignoring the facilitation of walking, cycling, and public transit. The MiMo Village serves as the "Main Street" to the residents of the Upper Eastside. It is a hidden jewel within the City of Miami and is quickly becoming a tourist destination. The MiMo Village's potential is just being realized as an abundant number of new projects and restorations are underway. This portion of Biscayne Boulevard is worthy of a highly dignified and aesthetically pleasing streetscape that showcases its rich architectural legacy. As can be seen from the various options provided within this document, there is not a "one size fits all" solution. We hope that all relevant stake holders, in- cluding residents, businesses as well as decision makers view the intentions of these alternatives with an open mind and consider the general goal of creat- ing an environment within the MiMo Village that will enrich the lives of people - residents and visitors alike. The alternatives were designed as schematic il- lustrations. This document is not intended to replace a full Streetscape Master Plan for Biscayne Boulevard that would otherwise include site specific design solutions, pavilions, plazas, planters, fountains, and a catalogue of "MiMo" style streetscape furnishings. In order to assure the MiMo Village with a deserving public realm, the City of Miami, the Mimo Biscayne Association, local businesses, and the neighbor- hoods of the Upper Eastside will greatly benefit with not only a full Streetscape Master Plan, but should consider implementing a Right-of-way Acquisition Plan as well as creating a Special Area Plan that addresses frontage and other im- portant site regulations. Creating this comprehensive plan will ensure that the vision and goals for a unique and beautiful pedestrian -friendly MiMo Village will turn this beloved piece of Biscayne Boulevard into a place that unites the Upper Eastside and fosters a sense of community and civic pride. ALTERNATIVES TYPICAL COMPONENTS OF A STREET Walkway: Sidewalk area set aside for pedestrian walking. This area should be clear of obstructions and at minimum should allow for the comfort of two people walking side by side. An ideal situation would allow for the comfort of two people walking side by side in each opposing direction. Wider sidewalks or "sidewalk ease- ments" on private property allow for additional width and potential for outdoor seating. Pedestrian Verge: Sidewalk area set aside for streetscape furniture, cafe tables, tree plantings, street lamps and signage. This area provides the "equipment" necessary to enhance the public realm without interrupting the pedestrian walkway. Vehicular Verge: Area used for parking, vet iculrr loading, and bus stops. This area is ,mportant as it helps to butter the obnoxious and dangerous automobiles in the travel lanes from pedestrians. This buffering zone is more important, than having wide sidewaparking tends to control vehicular speed and behavior along important pedestrian thoroughfares. Travel Lane(s): Area used for the movement of automobile traffic. Narrower lanes help to reduce vehicular speed, just as wide lanes increase speed and the potential for accidents.
