HomeMy WebLinkAboutR-14-0441City of Miami Legislation Resolution: R-14-0441 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14-01042 Final Action Date: 11/20/2014 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A SPECIAL REVENUE PROJECT ENTITLED: "2014 COPS HIRING PROGRAM," AND APPROPRIATING FUNDS CONSISTING OF A GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES, IN THE AMOUNT OF $1,875,000.00, WITH A REQUIRED LOCAL CASH MATCH OF $1,911,909.00, TOTALING $3,786,909.00; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT, AND TO EXECUTE THE NECESSARY DOCUMENTS, IN SUBSTANTIALLY THE ATTACHED FORM, TO IMPLEMENT THE ACCEPTANCE OF AND ADMINISTRATION OF SAID GRANT. WHEREAS, the City of Miami ("City") submitted a grant application to the United States Department of Justice, Office of Community Oriented Policing Services, to secure funding for the hiring of new City police officers; and WHEREAS, the City received notification that said application was selected for a COPS Hiring Program ("CHP") grant for the hiring of fifteen (15) new full-time police officers, and awarded an amount not to exceed $1,875,000.00, consisting of federal funds for a period of three (3) years, to fund the salaries and benefits of said officers; and WHEREAS, said CHP grant award requires the City to contribute a cash match towards the total cost of the approved grant in an amount not to exceed $1,911,909.00; and WHEREAS, the sum of the CHP grant award and the City's cash match towards the program funding for the duration of the three (3) year period totals an amount not to exceed $3,786,909.00; and WHEREAS, the City is committed to retaining all fifteen (15) sworn officer positions awarded under this CHP grant with City funds for a minimum of at least one (1) year following the conclusion of the three (3) year period of federal funding, pursuant to the provisions of this award; and WHEREAS, the City Manager or his designee will report to the City Commission the status of all fifteen (15) grant funded sworn officer positions when giving the monthy status report on the status of police officers; and WHEREAS, the City Manager is authorized to accept this CHP grant award and establish a Special Revenue Fund for the appropriation of said grant funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: 2014 COPS Hiring Program RESOURCES: United States Department of Justice, Office of Community Oriented Policing Services $1,875,000.00 LOCAL MATCH: City of Miami $1,911,909.00 APPROPRIATIONS: 2014 COPS Hiring Program $3,786,909.00 Section 3. The City Manager is authorized {1} to accept said grant award and execute the necessary documents, in substantially the attached form, to implement acceptance of said grant. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
