Program Narrative
I. Program Objectives
The Liberty City Community Economic Development Corporation's (LCCEDC) mission is to enhance
the quality of lives of residents within the Liberty City community in the City of Miami, Florida.
LCCEDC, in collaboration with Florida International University, created and administered an innovative
pilot program 'Career Enrichment Employability Path" Program in Liberty City because many residents
have not been able to get employment through existing service providers. The community has one of
the highest unemployment rates in the State of Florida. Many residents have become disenchanted and
stopped searching for employment due to lack of education, sporadic work histories, backgrounds,
unprofessionalism, inability to speak a second language and/or other similar factors.

The long term goal of the LCCEDC is to improve the quality of the lives of residents of the City of
Miami, specifically Liberty City who lack employment/life skills and provide them with career path
resources and alternatives to improve the quality of their lives. There is a gap in the delivery of job
services within our community that does not address the needs of our targeted audience. VVe feel that
without this pilot program crime and despair can heighten in the community.
This pilot program will utilize a comprehensive approach that addresses the whole person and works
with participants as well as local businesses to achieve employment status for clients. The
establishment of a successful career path can be a model for implementation on a larger scale and,
thereby, improve the quality of lives of residents in the City of Miami.
II. Description of Program
The program will work with the unemployed and underemployed with no career path. The program is
designed to enrich the client's ability to gain, maintain and stabilize their employment with a career
path.
III. Program Timeline
• March to May — Curriculum development, establishment of MOUs for client services and client
referrals
• May to August — Recruiting clients, preparing IAPs and training
• September to December — FIU content delivery, training and securing job opportunities
• December — certificate ceremony for completion of training
• December to February — Evaluation, assessment, client tracking

Becoming a Board Member of Liberty City Trust will be an honor and privilege to continue to make a
difference in others' lives. With my 44 years of living in Liberty City, I am proud to say that with the
knowledge of your organization, I personally believe in your vision to empower those who five, learn,
work and play in Liberty City and the goal to reclaim and transform and rebuild our community and total
quality of life for our residents.
With previous work experience with the Liberty City Trust and the Net Office and other community
organizations such as; a member of Bothers of The Same Mind for ten(10) years and currently a member
of The Circle of Brotherhood. Engaging in the community has lead me to assist volunteering during the
elections of Audrey M. Edmonson and Keon Hardemon. Also, volunteering as the coach for the Liberty
City Warriors and Helping Hand allowed me to mentor and guide the youth. I'm the owner of BCLS
Landscaping Group, Inc. For over fourteen (14) years, the company employees and train the men of
Liberty City. With education and experience they can intake life learning skills within.
In today's society there is a call for mentors and leaders capable of working in concert with others, able

Jeffiey L. Mack a native Floridian, born November 20, 1961 at Mount Sinai Ho tal,
Mimi, Florida, to Mrs. Etta M. Priester and the late Rev. Bobby L. Mack. He grew up in
Carver Ranches (Hollywood) AIKA "The Mecca" and attended Public Schools in Broward
County.
Rev. Mack was baptized by his Father and became a member' of Community Missionary
Baptist Church, Hollywood, Florida. He served in the Choir until be joined the Usher Ministry
in 1977. May 8, 1983, Rev. Mack accepted his calling from the Lord into the Gospel Ministry.
May 31, 1994, Rev. Mack was called to the pasturage of the Second. Canaan Missionary
Baptist Church, Miami, Florida. Pastor is married to the lovely Sis. Sandra A. Spence.
Together, they have six (6) kids and five (5) grandchildren.
Pastor Mack worked for Wal-Mart for nine (9) years from 1998 — 2007. Rev. Mack has been
pastor of Second Canaan Missionary Baptist Church for the past sixteen (16) years. Rev. Mack
and the membership are constantly striving, serving, and working for the Lord. The Lord has
blessed us both Spiritually and Financially and is continuing to elevate us to a higher level in his

Pastor Mack is currently a member of the Florida East Coast Minister's and Deacon's
Union, A Board Member of the Florida East Coast Baptist Association, Board Member of the
Mecca Celebration of Carver Ranches, He is advisor to the President of the Florida General
Baptist State Convention, He is . a Teacher for the State and District Congress of Christian
Education. He is a graduate of Revelation message Bible College with a Bachelor's Degree in
Ministry. He also has a Master's Degree in Christian Ministry from Jacksonville Theological
Seminary.

BOARD OF DIRECTORS APPOINTMENTS
The City Commission will confirm the appointments of five (5) board members
and one (1) youth member to the Liberty City Community Revitalization Trust
("Liberty City True).
With the exception of the youth board member (15 to 18 years), the mem-
bers appointed to the Liberty City Trust Board must be eighteen (18)
years of age, and reflect the diversity of the community and share techni-
cal, professional expertise or experiential knowledge and interest in the
following areas: residential construction, development, architecture and
engineering, planning, zoning and land use law, economic development,
historic preservation and restoration, administration, fiscal management
and community involvement.
Members of the community interested in serving on the Liberty City Trust must
submit an application form that includes the qualifications of the prospective ap-
pointee. Application forms are available at the Liberty City Trust, 4800 NW 12th
Avenue, Miami, Florida 33127, and online at the website of the City Clerk's Of-
fice(htto://miamigov.com/city_clerk/Pages/Board/Board.asp).
Ali applications must be received in the City Clerk's Office, Miami City Hall,
3500 Pan American Drive, Miami, Florida, 33133, no later than Thursday,
May 15. 2014, by 4:00 PM. A list of the nominees will be available for public
review on Friday, May 23, 2014, in the City Clerk's Office or online at the City

City Commission will consider the confirmation of appointees to the Liberty City

The Youth Member will strive to use his or her experience to provide a youth
perspective to the LCT Board on issues and policies that affect youth. The Youth
member will:
• Share information about ways to improve student achievement and safety within
the surrounding schools.
• Strive to inspire positive youth involvement in the community.
• Identify and address pertinent student issues, thereby putting students at the center
